Three days training programme held for RD functionaries under Block Administrative Centre (BAC), Namchi at SIRD&PR

Namchi, 7 April: With the aim that the Rural Development (RD) functionaries get aware towards the functions and responsibilities of administrative management process and procedures, the State Institute of Rural Development & Panchayati Raj (SIRD&PR), Karfectar organised three days long training programme for RD functionaries of the ten Gram Panchayat Units (GPUs) under Block Administrative Centre (BAC), Namchi w.e.f. 5th April 2022 to 7th April 2022 at the conference hall of Namchi Municipal Council (NMC).
The inaugural session of the training programme began with the welcome address by Mrs. Sangita Pradhan, Field Facilitator, SIRD&PR, Karfectar. In her address Mrs. Pradhan highlighted the objectives of the three days training and cited reason for selection of targeted beneficiaries. She mentioned that the administrative skills and management should not only be a bureaucratic priority but should also actually form an integral working part of the grassroot functionaries.
The chief guest and the key resource person for the days programme was Mr. Tenzing Bhutia, Block Development Officer(BDO), BAC Namchi. The chief guest in his inaugural address mentioned that the training on administrative management was indeed an extremely useful programme to boost and strengthen the office capabilities of the RD functionaries. He futher added that a training programme catering to the improvement of administrative skills of such a large section of grassroot functionaries is hard to come by and this would also help avoid any sort of legal complicacies in future.
The vote of thanks of the inaugural session was presided by Mrs. Sangita Pradhan, Field Facilitator, SIRD&PR, Karfectar.
The resource person of the first session on the first day of the training was Mr. Tenzing Bhutia, Block Development Officer(BDO), BAC Namchi. His topic for the training session was ‘Office Procedures and Management’. The session began with a short motivational speech followed by a brief talk on his experiences on administrative procedures. During his session Mr. Tenzing discussed on the process of file movement, explained the usages of current file, Dak file, ‘CASE’, fresh receipt, indexing, note sheets etc. He also briefly demonstrated and gave hands-on on the filing process, note sheet writing, movement of files and process of maintaining files in file movement register.
The resource person for the second session of Day 1 was Mr. Khemraj Chettri, Panchayat Coodinator, Namchi District. Mr. Khemraj Chettri gave his presentation of the topic ‘Fifteen Finance Commission(FFC) and Panchayat Award’. Mr Chettri gave a detailed presentation on the various intricacies of the Panchayat Awards. He elaborated the processes of filing the nominations for the awards. He discussed on the levels of different committees such as Central Committee, State Level Committee and their scrutiny process of crosschecking the nominations of the GPUs. He also mentioned the importance of filling real information for the nominations process and the drawback of misinformation. A detailed elaborated information on the FFC, People’s Plan Campaign, issues related to Geotag and distribution of tied and untied grants also formed a part of Mr. Chettri’s presentation.
Mr. Suraj Rai, Panchayat Inspector, BAC Namthang was the resource person for the first session on the second day of the training programme. His deliberations were on the topic ‘Sikkim Service Rules, 1974’. Mr Rai in his presentation highlighted the various aspects of the establishment rules. His lecture began with the commencement or the adoption of Sikkim Service Rules, 26th April 1974. He discussed the rules regarding recruitment and conditions of service of persons appointed to the services and posts in connection with the affairs of the State of Sikkim w.e.f 26th day of April 1975. Mr. Rai also gave detailed presentation on the government servant’s pay and allowances, rules of resignation, details of joining time of a govt. employee, conditions on payment form during suspension period, the retirement details of a government employees. He also gave presentation on Sikkim Government Servant’s Conduct Rules, 1981.
The second Session on the second day was delivered by Miss Prativa Rai, Panchayat Inspector, BAC, Namchi on the topic ‘Sikkim Govt. Service Leave Rules’. On her lecture she detailed on the different types of leave that a government servant can avail, the conditions and duration thereof.
On the third and final day of the training programme a session on the topic ‘Implementation of Rural Development schemes’ was presented by the Block Development Officer, BAC Namchi, Mr. Tenzing Bhutia. In his lecture to the gathering he discussed the various aspects of few important rural schemes viz. Sikkim Garib Awaas Yojana (SGAY), Pradhan Mantri Awaas Yojana-Gramin (PMAY G) and Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA).
The first session of the day was followed by an evaluation test of the participants.
The three days training programme concluded with a valedictory session and a vote of thanks by Mrs. Sangita Pradhan, Field Facilitator, SIRD&PR, Karfectar.
