DEO along with General Observer for Namchi conducted the scrutiny of various documents at Namchi Government College, Kamrang

Namchi, Apr 20 (IPR): On the day following the election, Mrs Annapurna Alley, District Election Officer (DEO) cum District Collector, Namch along with General Observer for Namchi district, Mr. Amar Nath Upadhyay, conducted the scrutiny of various documents at Namchi Government College, Kamrang, today in the presence of candidates/election agents.
This scrutiny was conducted for the Sikkim Parliamentary and Assembly segments encompassing seven constituencies within the Namchi district to ensure the accuracy and integrity of the electoral procedures.
Also in attendance were Additional District Collector cum Returning Officer, Namchi, Mr. Anant Jain, along with Returning Officers.
It may be recalled that the polling for Parliamentary and Assembly Constituency General Elections 2024 had concluded successfully for Namchi District on 19.04.2024.
As per the data received, the total turnout of voters across all seven constituencies was 81.86%. Additionally, 10 Poklok-Kamrang Assembly Constituency with 83.34% recorded the highest voter turnout in the district.
The voting process had commenced in all 139 polling stations on Friday from 7 am till the closing of the poll.
The polled EVMs and VVPATs were stored in the Strong Rooms established at Namchi Government College, Kamrang under 24X7 CCTV surveillance with adequate security measures.
Proper security arrangements were put in place throughout the electoral process by the District Police. Similarly, various line departments and volunteers including NGOs and students had actively assisted with essential services in and around the Polling Stations.
It is noteworthy to mention that as compared to the General Elections 2019, the elections this year witnessed a notable surge in voter participation with 1.62% rise in the voter turnout.

General Observer, Namchi visited various polling stations under Temi-Namphing Assembly Constituency

Namchi, April 18 (IPR): Mr Amar Nath Upadhyay, General Observer visited various polling stations of 15- Temi-Namphing Assembly Constituency under Namchi District, today. The purpose of his visit was to assess the readiness of polling stations for the poll day.
The General Observer was accompanied by Sector Magistrate, Flying Squad Team(FST) along with other election officials.
During the visit, the General Observer thoroughly observed the essential aspects, such as the amenities provided at the polling stations, to ensure the comfort of all voters.
Further, he Interacted with the general public to inquire about law and order, ensuring that polling day would be conducted with adherence to protocol.

Material distribution and Polling Teams dispatched for Poll day in Namchi District

Namchi, April 18 (IPR): Material distribution and Polling Teams dispatched for conducting Assembly and Parliamentary Constituency Elections on 19th April 2024 in Seven Assembly Constituencies of Namchi District was successfully carried out under the supervision of General Observer Namchi District, Mr Amar Nath Upadhyay, DC/DEO Namchi Mrs Annapurna Alley, along with Returning Officers (RO), today. A total of 850 polling personnel manning 139 polling stations were handed over Electronic Voting Machines (EVMs) along with polling materials.
The EVM Strong Room was opened at 8am in the morning, in presence of DC/DEO Namchi, ADC Namchi along with other ROs and the representatives of various political parties.
The dispatching process which began at 8 am in the early morning lasted till 2 pm in the afternoon at the Material Distribution and Collection Centre, established at Namchi Government College Kamrang. Additionally, engineers of Electronics Corporation of India Limited (ECIL) were also dispatched to various locations to oversee the proper functioning of voting machines during poll day.
In the morning, Dr Tshewang Gyatso SrSP Namchi gave necessary briefings on the security measures to be taken on the poll day by the police and Indian Reserve Battalion (IRB) personnel. Three Companies of the Central Armed Police Force, One company of IRB and over 400 police and Home Guard personnel are being deployed for the poll day, he informed.
Earlier, while interacting with the polling teams, the DC/DEO Namchi instructed them to perform their election duty with utmost sincerity and said that adequate arrangements are put in place to ensure smooth conduct of the electoral process in the district.
DC/DEO Namchi stated that Namchi District has a total of 1,08,662 voters in Seven ACs, where 10 Poklok-Kamrang AC has the highest number of voters with 16,800. She added that Eight Polling Stations are identified as Pink Booths (All Women Polling Stations),15 Women friendly Polling stations and only Model polling station at 10/6 CCCT Chisopani (Room no II) are designated in the district.
She further said that around 93 women are engaged with polling team for the elections. She also added that, Barfung Community Booth of 09 Barfung AC is the highest polling booth voters with 1456 in the district.

The dispatching process began at 8 am onwards from the Dispatching and Collection Centre, established at Namchi Government College, Kamrang. Additionally, Engineers of Electronics Corporation of India Limited (ECIL) were also dispatched to various locations for the smooth electoral process.
Tokdey JHS, under 15 Rangang-Yangang Constituency is the farthest Polling Station in the District.
Earlier, the Strong Room was opened at 8 am in presence of Mrs Annapurna Alley DC/DEO Namchi, Mr Anant Jain ADC/RO Namchi, along with Returning Officers and representatives of various political parties and the EVMs and VVPATs were shifted to the Dispatch and Collection Centre, AC wise.

General Observer for Namchi District, visited the Control Room, Dispatch and collection centre for the General Elections 2024 established at Namchi Government College, Kamrang

Namchi, April 16 (IPR): Mr Amar Nath Upadhyay, General Observer for Namchi District, visited the Control Room, Dispatch and collection centre for the General Elections 2024 established at Namchi Government College, Kamrang, today.
During his visit, the General Observer inspected the functioning of the control room and live web casting of all polling stations, including the critical polling station under Namchi District. The General Observer directed the concerned election officials to maintain the live webcasting process in order to ensure adequate monitoring of the polling stations during poll day.
Later in the afternoon, General Observer accompanied by Mr Ajay Rai and Mukesh Jairu (Sector Magistrates),DSP Tulsi Thapa and PI Sonam Thendup Bhutia
(Sector Police officers)
visited 15-Rangang Yangang Constituency.
GO interacted with the public of Yangang bazaar and assured them that the authority would make all possible arrangements for violence free conduct of election 2024.

Meeting regarding the preparation of poll day held at DAC, Namchi

Namchi, April 15( IPR): Ms Annapurna Alley, DC cum DEO Namchi chaired a meeting regarding the preparation of poll day at the District Administrative Centre, Namchi, today.

The meeting had the presence of Mr Anant Jain ADC Namchi, Mr Tshering Norgyal Theeng SDM Yangyang, Mr Gopal K Chettri SDM(HQ) Namchi along with Heads of Offices of essential services and line departments.

During the meeting, various tasks and arrangements that the nodal departments needed to carry out for the poll were allocated.

The Police Department will be responsible for providing security for polling teams, and the Transport Department will be in charge of setting up cars for polling parties.

Wheelchairs will be available at Polling Booths by the Social Justice and Welfare Department to facilitate inclusive voting for Senior Citizens and People with Disabilities. Likewise, assignments were made for the distribution of election materials at the Collection Centre which will be set up at Namchi Government College.

The temporary structure set up for the help desk and counter for polling parties was assigned to the Buildings and Housing Department.

Similarly, arrangements at the Announcement Centre, management of manpower, and duties of the respective departments for the day were thoroughly discussed.

Ms Annapurna Alley, DC cum DEO in her address, urged all the officials of concerned departments for better coordination in relation to the election to ensure a seamless poll day procedure.

General Observer, Namchi visited three polling stations

Namchi, April 15 (IPR): Mr Amar Nath Upadhyay, General Observer visited the three polling stations namely Tingrithang JHS, Omchu SS and Chumlok SS of 10 Poklok-Kamrang Assembly Constituency under Namchi District, today. The purpose of his visit was to assess the readiness of polling stations for the General Elections 2024.

The General Observer was accompanied by Mr Tenzing Bhutia, Sector Magistrate, Mr Norbu Lepcha, Leader of Flying Squad Team(FST) along with other election officials.

During the visit, the General Observer took note of the vital parameters including the basic facilities for the convenience of all voters based on the polling stations. He interacted with the voters of the areas to enquire about the prevailing situations of law and order and ensured the proper enforcement of the Model Code of Conduct. He further informed them about the rights of citizens in the democratic form of government and urged them to exercise their voting rights wisely.

It may be mentioned here that the General Observer will be visiting Nandugaon areas tomorrow i.e. April 16 to take stock of the arrangements for the election.

Final round training for absentee Presiding and Polling Officers for General Election 2024 underway in Namchi district

Namchi, April 15 (IPR): The training session for absentee Presiding and Polling Officers for the forth and final round was conducted at Town Hall Auditorium Namchi district.

Throughout the training session participants were trained in the responsibilities of polling and presiding officers, they also acquired knowledge on handling statutory paperwork.

Further, the trainees gained theoretical and practical experience with EVMs and VVPATs. Additionally, the IT department showcased the E-Atlas Traccar app for real-time location monitoring.

The distribution of voter information slips (VIS)and Voter Guide booklet to the voters

Namchi, April 14: ( IPR) The distribution of voter information slips (VIS)and Voter Guide booklet directly to voters which commenced from 4/4/2024 continued in Namchi district.

This comprehensive initiative involves door-to-door distribution of slips detailing centre information such as the voter’s name, polling number, and voting details.

With 7 Assembly constituencies 139 polling stations and over 1,08,662 voters in the Namchi district, the VIS is distributed by Booth level officers (BLOs) under the guidance of the District Election Officer.

Voter Guide booklet provides essential information on the voting process, eligibility criteria for registration, postal ballot facilities, election nominations and candidate details. It also guides voters in verifying polling stations online through the voters.cci.gov.in website or the voter helpline app.

Additionally, the booklet includes step-by-step instructions for voting, complaint applications for election rule violations, and website details for checking voter list inclusion and polling station verification.

First Level Checking (FLC), Randomisation and Commissioning of Additional Reserved EVMs at Namchi district

Namchi, April 14 (IPR): In connection of the General Elections 2024, the First Level Checking (FLC) Randomisation and commissioning of Control Unit (CU) for Parliamentary Constituency (PC) and Assembly Constituency (AC) to be kept for reserve under Namchi district was conducted at Sikkim Government College Namchi, today.

A team of three engineers from Electronics Cooperation India Limited (ECIL) conducted the FLC of machines.

Additionally, supplementary randomisation was done with representatives from different political parties in attendance.

Further, following the completion of commissioning, the machines allocated to be kept for reserve were stored and sealed in the strong room.

The entire process was carried out under the supervision of Ms Annapurna Alley DC cum DEO Namchi along with Mr Anant Jain ADC Namchi, ROs, staff of District Administrative Centre, representatives of political parties and police personnel.

Namchi District Holds Training Session for Micro Observers

Namchi, 13 April (IPR): The training session for Micro Observers for the upcoming 2024 General Election took place in the auditorium of Townhall in Namchi, today. The training program provided valuable insights on the roles and responsibilities of Micro Observers while enhancing the understanding of their respective duties.

The training programme was graced by Mr Amar Nath Upadhyay General Observer Namchi as the chief guest, also present were Mr Pulkit Assistant Collector Namchi, Ms Bhumika Chettri Deputy Secretary Election Cell (SLMT), Ms Anupama Rai Deputy Secretary (ALMT) and the trainees.

Mr Amar Nath Upadhyay General Observer further elaborated on the crucial role of Micro Observers in upkeeping the integrity of the electoral process. Emphasising vigilance, he underscored the importance of Micro Observers in prompt reporting of irregularities occurring within or around the polling stations. He urged Micro Observers to maintain a keen eye and assured them of support system in place, and encouraged them to confidently report any issues to the General Observer.

Ms Anupama Rai, in her detailed presentation highlighted on the crucial tasks assigned to Micro Observers during the polling day. She provided thorough explanations on their roles, and emphasized the significance of vigilance and accuracy in observing and reporting the irregularities. Further, special attention was given to Critical Polling Stations, she provided in depth insights in handling any potential challenges that may arise in locations assigned to them.

The postal voting for essential services started today in Namchi District

Namchi, April 13(IPR): The postal voting for essential services started today, at the Postal Voting Centre at District Administrative Centre Conference Hall, Namchi.

Around 94 voters belonging to essential service departments like Health , PHE, Power Department, Sikkim Milk Union,Fire Deptt,Traffic Police,Jail Department and State Control Room officials exercised their Voting rights.

This Postal Voting Centre will function till the 15th April, 2024.

Namchi, April 12 (IPR): A meeting was convened to address the issues pertaining to the General Elections 2024 with the District Election Team at the District Administrative Centre Namchi, today.

The meeting had the presence of Mr Amar Nath Upadhyay General Observer, Ms Bhagyashri Navatake Police Observer, Mr Lalhmingmawia Ralte and Mr Ashish Kumar Shukla Expenditures Observers, Mrs Annapurna Alley DC cum DEO, Dr. Tshering Namgyal Gyatso, Sr. Superintendent of Police ( Namchi ),Dr. A Ibomcha Sharma, member of State Level Media Certification and Monitoring Committee (MCMC)

along with other Nodal officers and other officials of Namchi District.

During the meeting, various matters related to the surveillance and management made by the teams for this General Elections were enquired by the Observers. The Observers directed the officials of the Excise Department to increase their monitoring on the supplies and distribution of liquors that may be used to influence voters or incite unrest during the election time. Further, the observers emphasized that the Flying Squads Teams (FST) and Static Surveillance Teams/ SST) in their respective zones should maintain rigorous vigilance during the night on any untoward activities. Moreover, the Observers exhorted the teams to work proficiently to complete this election process on a high note.

729 government employees cast their votes on the fourth day of postal ballot voting at Namchi

Namchi, April 12(IPR): The four-day long voting through postal ballot by the employees engaged in the General Election 2024 successfully completed at three Postal Ballot Facilitation Centers under Namchi District, today. The Voting through Postal Ballot started from April 9 and concluded today i.e. April 12 in Namchi District.

On the last day, 729 government employees cast their votes for Sikkim Legislative Assembly Constituencies and Lok Sabha Seat. Altogether, 3342 employees participated in the electoral process through Postal Ballot under Namchi District till date.

The employees including Police, Polling and Election personnel categorized into various groups participated in the electoral process from 10 am to 5 pm at the Facilitation Centers as per the schedule given by the Office of Electoral Officer.

Members of State Level Media Certification and Monitoring Committee (MCMC) visited Namchi

Namchi: 12th April 2024: Dr. A Ibomcha Sharma IIS, Assistant Director, PIB Gangtok and RNU Head, All India Radio Gangtok who is a member of State Level Media Certification and Monitoring Committee (MCMC) visited Namchi today.

The purpose of his visit is to oversee the functioning of District Level MCMC and media cell set up in District Administrative Centre under Namchi District.

During his visit Mr Sharma inspected the MCMC office and interacted with officials and members. He also met with Deputy Director cum member secretary of District Level MCMC to enquire on the daily activity of District Level MCMC and the complaints of paid news received by MCMC.

Later, Dr. Ibomcha also met Mrs Annapurna Alley DEO cum District Collector Namchi at her office.

Namchi, April 12: (IPR) In preparation for the upcoming General Election 2024, the final round training for Polling and Presiding Officers wraps up at Townhall Namchi, today.

Throughout the duration of the four day training, attendees acquired various knowledge on the roles of polling and presiding officers, received practical instruction on handling statutory paperwork and participated in a simulated polling station activity. They also gained theoretical and practical knowledge about Electronic Voting Machines (EVMs) and Voter Verifiable Paper Audit Trail (VVPAT) systems, ensuring they are well-prepared to handle these critical components of the electoral process.

A highlight of the training was the demonstration of the E-Atlas Traccar app by the IT department, showcasing its capabilities for real-time location tracking, further enhancing the efficiency and transparency of electoral process .

Postal ballot process gets underway at Indoor stadium, Namchi

Namchi, April 11 (IPR): On the third day of Postal Ballot voting, officials of Polling Personnel, Presiding and Polling Officials engaged in election duty successfully cast their votes today at Facilitation Centers set up under Namchi District, today.

The Polling process which began early today had 768 voters who cast their votes .

A total of 2613 postal votes have been cast at the Facilitation Centres in Namchi district till date.

Namchi, April 10(IPR): The Office of the Chief Electoral Officer, Sikkim in collaboration with Red FM ‘Wheels of Democracy’ conducted a Road Show at Namchi Baazar today as part of SVEEP (Systematic Voter Education & Electoral Participation) initiative for the General Elections 2024.

The event had the presence of Mr Dilip Dong , BDO Namchi -cum- Assistant Returning Officer along with BDO,Rabong Mr DP Dahal, respective Block Level Offices (BLOs,) police personnel and general public.

The programme features interactive activities like song requests, flash mobs, and spontaneous quiz rounds. This innovative campaign aims to elevate electoral awareness and engagement across diverse demographics.

RJ Red FM Mr PraBal Rai highlighted the gathering about the importance of Voting rights. He also informed about the various election related apps and toll-free helplines.

Mr Dilip Dong , BDO Namchi in his brief address informed about the role and responsibilities of voting rights as a citizen of largest democracy in the world. He further informed about the ongoing Home Voting facilities for the sr. citizen and Person with disability .

The ‘Wheels of Democracy’ campaign, launched on April 5th, 2024, aims to empower citizens with knowledge about their voting rights and responsibilities, fostering a culture of active participation in the democratic process throughout the state of Sikkim.

Postal Voting commences in Namchi

Namchi, April 9 (IPR): Voting through Postal Ballots by the Government employees engaged in election duty for General Elections 2024 commenced in the three Postal Voting Facility Centers (PVCs) under Namchi District.

To facilitate the postal voting facilities, three Facilitation Centers are being set up namely, Facilitation Centre-1 at Indoor Stadium Namchi for polling personnel, Facilitation Centre-2 set up at Indoor Stadium Namchi for District Police Officials other than Polling Officials and Essential Services Personnel and Facilitation Centre-3 at Conference Hall of DAC Namchi for Indian Reserve Battalion (IRBn) of Police Training Centre (PTC) Manglay.

The postal voting began today at the respective centers from 10am and continued till 5 pm.

In the first day around 854 employees from various categories cast their votes and the voting shall continue till April 12 as per the schedule given by the Office of the CEO.

The training session organised in two batches, aimed to provide a thorough understanding of Electronic Voting Machines (EVMs) and the documentation protocols on a polling day.

Key topics covered included the roles and duties of polling and presiding officers, familiarisation with statutory forms and a detailed mock drill simulating a polling station scenario.

Trainees also received theoretical insight into EVMs and Voter Verifiable Paper Audit Trails (VVPATs) complemented by hands-on training.

Furthermore, officials from the IT department demonstrated the utilisation of the Traccar app for real-time location tracking.

The General Observer enquired about the adequate measures and other basic facilities for voters on the poll day.

He directed all concerned to strictly adhere to the guidelines of the ECI. Further,he also interacted with the general public and highlighted the significance of election and voting as a vital right of a responsible citizen.

Namchi, April 08(IPR): The Office of the Chief Electoral Officer, Sikkim in collaboration with Red FM ‘Wheels of Democracy’ conducted a Road Show at Namthang Baazar today as part of SVEEP (Systematic Voter Education & Electoral Participation) initiative for the General Elections 2024.

The event had the presence of Mr Ratan Gurung, BDO Namthang -cum- Assistant Returning Officer along with respective Block Level Offices (BLOs,) police personnel and general public.

The programme features interactive activities like song requests, flash mobs, and spontaneous quiz rounds. This innovative campaign aims to elevate electoral awareness and engagement across diverse demographics.

The ‘Wheels of Democracy’ campaign, launched on April 5th, 2024, aims to empower citizens with knowledge about their voting rights and responsibilities, fostering a culture of active participation in the democratic process throughout the state of Sikkim.

Route march taken out in Namchi District to maintain law and order and ensure peace

Namchi, April 7 (IPR): Security forces took out special route march on Saturday to infuse confidence and a sense of safety among public and served as a visible presence of law enforcement, ahead of the Assembly and Parliamentary elections scheduled on April 19.

Dr. Tshering Namgyal Gyatso, Sr. Superintendent of Police ( Namchi ) led the forces in the march that began from Salghari, Assangthang and Faresay areas.

Sub-Divisional Police Officer Jorethang, Mr Sher Mingure Tempo Nadik, Police Inspector, Mr Bishan Rai, Central Armed Police Force (CAPF), Sashastra Seema Bal (SSB) and Sikkim Police took part in the exercise, Village patrolling was also done.

Sr SP, Namchi informed that Route March is carried out regularly throughout the district,lead by concerned SHOs and SDPOs with the aim to maintain law and order and ensure peace during the election. He further stated that Route March in the villages is also going on daily bases by security forces.

113 voters from Namchi District cast their votes in the second day of home voting for the General Elections 2024

Namchi, April 5: (IPR) 113 voters from Namchi District cast their votes in the second day of home voting for the General Elections 2024.

They participated in voting for seven Assembly Constituencies and one Parliamentary Constituency from the comfort of their homes.

The “Vote from Home” is a new scheme spearheaded by the Election Commission of India (ECI) that allows senior citizens over 85 and those with disabilities to cast postal ballots at their doorsteps.

255 voters from Namchi District are presently using the home vote facilities out of which 237 have already cast their votes in two days, starting from 4th April.

It may be mentioned here that the ‘Vote from Home’ facility commenced on 4 April is extended till 8 April in Namchi District.

Commissioning of EVMs and VVPATs commences at Namchi District

Namchi: April 5, 2024: The Commissioning of Electronic Voting Machines (EVMs) and Voter Verifiable Paper Audit Trail (VVPAT) for Assembly Constituencies(ACs) of 09 Barfung,10 Poklok-Kamrang, 13 Namthang-Rateypani and 32 Sangha for General Elections 2024 was held at Namchi Government College, Kamrang today.

The commissioning process was ca conducted in the presence of Mrs Annapurna Alley DC cum DEO Namchi, Mr Anant Jain ADC Namchi along with Returning Officers(ROs), Assistant Returning Officers (AROs) and election agents of the respective poltical parties of Assembly Constituencies.

Entire procedure was duly followed to commissioning of the EVMs and VVPATs which will be in used on poll day.

The commissioning team of concerned ACs conducted mock poll of the EVMs and VVPATs to ensure smooth operations of the EVMs.

The election agents also signed the seal used in sealing EVMs.

It may be mentioned here that the commissioning of EVMs and VVPATs of remaining ACs under Namchi district will be conducted on April 6, 2024.

Earlier today, the strong rooms were opened at 10: 09 am in the presence of Ms Annapurna Alley DC cum DEO Namchi, alognwith the ROs, AROs and election agents of the concerned ACs.

Individuals aged 85 and above, as well as those with disabilities exceeding 40 percent, cast their votes from comfort of their home for General Elections, 2024

Namchi, April 4 (IPR): Utilizing the ‘Vote from Home’ scheme facilitated by the Election Commission of India (ECI), individuals above the age of 85 years and those Persons with Disabilities (PwDs) exceeding 40 percent disability exercised their voting rights from the comfort of their homes today.

124 numbers of voters from Namchi District cast their votes for Seven Assembly Constituencies and one Parliamentary constituency through postal ballots on the first day. This ‘Vote from Home’ initiative commenced from today and will continue till 8th April, 2024.

Mr Sidhi Man Gurung, 103 years old from Rameng-Nizraming Gram Panchayat Unit under 13 Namthang Rateypani Assembly Constituency was the oldest voter to exercise his franchise at his doorstep from the district.

The distribution of home polling materials to all the polling teams started at 7am from the Dispatched Centre established at Namchi Municipal Council. Mr Sunil Mothay, ADC (Dev) and also Nodal Officer for Postal Ballot briefed the teams about the materials that need to be ensured and arranged by the team before the pol process, and many other aspects of home voting protocols which have to be strictly compliance as per the guidelines of ECI.

Mrs Annapurna Alley, DC cum DEO Namchi informed that there are a total of 255 voters who shall exercise their franchise from home, with 170 being over 85 years old and 85 being differently abled voters from across seven assembly constituencies under Namchi District. She added that the highest number of home voters are from 14 Temi-Namphing AC where 62 voters would cast votes from home. Whereas, 11 Namchi-Singhithang has the lowest number of home voters, with 20 individuals choosing to cast from home.

Briefing Session for EVM Commissioning Team under Namchi district

Namchi, April 4th (IPR): The briefing session for Electronic Voting Machine (EVM) Commissioning team for General Election 2024 under Namchi district was held at the Conference Hall of District Administrative Centre Namchi, today.

The session was attended by Mrs Annapurna Alley DC cum DEO Namchi district, along with Returning Officers and other officials from the district including EVM commissioning team.

Mr Anant Jain ADC Namchi cum Returning Officer gave a detailed demonstration on the commissioning process and outlined the step-by-step procedure for handling of EVMs.

It is to be mentioned that, the EVMs commissioning is to be conducted on the following dates:

5th April 2024 (Friday) for 09- Barfung AC, 10- Poklok-Kamrang AC, 13- Namthang-Rateypani and Sangha.

6th April 2024 (Saturday) for 11- Namchi Singhithang AC, 12- Melli AC, 14- Temi Namphing, 15- Rangang Yangang.

7th April 2024 (Sunday) for Parliamentary Constituency 

DEO, Namchi conducts meeting with contesting candidates and election agents

Namchi, April 2 (IPR): To ensure fair electoral process in general election 2024 another step was taken in Namchi District today. A meeting was conducted by Mrs Annapurna Alley, DEO/DC Namchi in presence of Mr Amar Nath Upadhyay General Observer, Ms Bhagyashri Navatake Police Observer, Mr Ashish Kumar Shukla Expenditure Observer, Senior SP Namchi, ROs and AROs alongwith the contesting candidates of various political parties accompanied by their election agents. The meeting had the presence of contesting candidates from seven Assembly Constituencies (ACs) under Namchi District. The meeting was conducted in the Conference Hall of District Administrative Centre Namchi.

In the meeting each Observer addressed the candidates who emphasized that a fair play be maintained for all, and the same shall be maintained, responded the Observers respectively. The General Observer emphasised that all the guidelines provided by the ECI is being maintained, and that all the candidates should follow the same. He further stated that any infractions which came to light has been taken care of, and urged all the candidates to maintain the sense of fair electoral process. Meanwhil ensuring that any grievances brought up shall be strictly and immediately addressed. Further the General Observer also pointed the fact that ‘Vigilant Citizenship’ is a strong necessity in any electoral process.

The Expenditure Observer pointed out that no obstruction to SSTs and VSTs shall be made in their working, stating the fact that video coverage is a necessary part to monitor the expenditure of the candidates. He also highlighted the fact that any occurrence in violations made in the showcase of expenditure or misuse of funds by the candidates shall be dealt strictly.

The Police Observer also highlighted the importance of candidates to uphold the law and maintain peaceful environment for their campaigns, and that anyone can approach with their grievances at any given point of time which will be followed by necessary steps and actions shall be taken to uphold the integrity of the electoral process.

DEO/DC Namchi also urged all the contesting candidates to adhere to the guidelines of MCC during the tenure of the on-going electoral process. She further stressed that a fair and smooth election shall be enforced for all the contesting candidates.

Mr Anant Jain RO/ADC and Nodal Officer for EVMs gave a brief report on how the first level of checking of the EVMs was carried followed by the first randomisation process and the shifting of the EVMs being used for the upcoming poll. He also stated that all the necessary actions of the checking of the EVMs, leading to the randomisation and the shifting to the strong room at Kamrang College Namchi was made under the supervision of appropriate authorities and political representatives. He also mentioned as to how the EVMs shall be shifted to the ACs polling stations and as to how after the polls the EVMS shall be shifted back to the strong room, and kept till counting of the votes commences on June 4.

ADC/HQ Mr Subhash Ghimirey, also the Nodal Officer for Law and Order briefed the gathering that no violations relating to caste, creed, religion or community shall be made by any candidate in their campaign. He also urged the election agents of candidates that they should help their respective candidates to follow the guidelines provided by the ECI for MCC. He also gave a brief information about the Moral Code of Conduct and that all the candidates should adhere strictly to it. He also informed that one flag per vehicle and appropriate size of flags for two wheelers/four wheelers should be maintained during the campaigning tours.

Mr Sunil Chandra Sharma, Nodal Officer for Expenditure Monitoring Team briefed the candidates that all the expenditure incurred by them in their campaign shall be thoroughly monitored and that the candidates should without any fail fill their day-to-day expenses incurred in the expenditure register provided to them. He also stated that an exclusive bank account shall be used solely by the candidate for the transactions during their campaign and no transaction from other accounts shall be entertained. He also stated that publishing materials by the candidates should be notified to the District Media Certification and Monitoring Committee and the names of the Printer and the Publishers should be mentioned. Failure to do so shall be met with strict and necessary actions. Further he also stated that use of illegal vehicles by the candidates without permission, their expenses shall be booked in the candidate’s name. He also stated that three inspections by the Expenditure Observers shall be taken up at the Town Hall at Namchi. The dates for 09 Barfung, 10 Poklok-Kamrang, 11 Namchi-Singhithang and 12 Melli constituencies are from 6th, 12th and 17th April 2024 and for 13 Namthang-Rateypani, 14 Temi –Namphing and 15 Rangang-Yangang ahsll take place on 6th, 13th and 14th April 2024.

Deputy Secretary Nivedita Pradhan gave a brief information about postal ballots and home voting for senior citizens who are 85+ of age and PWDs and informed that the home voting shall commence from 4th April 2024. She also stated that the home voting process shall be done under the supervision of the teams allotted for the part along with police personnel, videographer, micro observers and authorised candidate representative. She also provided the information that Facilitation Centres for Postal Ballot Voting has been prepared at DAC Conference Hall and 2 halls at Namchi Indoor Stadium.

The meeting also had an interactive session, where the candidates kept forth their opinions and grievances to the Observers present. Later the candidates were provided with their Identity Cards and election materials. 

Training for Electoral Officials on Postal Ballot Voting for General Elections 2024

Namchi: April 2 (IPR): A training session for Facilitation Centre teams and Postal Voting Centres teams under Namchi district was conducted at Town Hall Namchi, today.

The training was attended by Mr Gopal K Chettri SDM (HQ) Namchi, Mr Sunil Kumar Mothay ADC (Dev) Ravangla, Mr Rajiv Rai, Incharge of Facilitation Centre for Postal Ballot & ETPBs along with the staff of DAC Namchi and trainees.

Mr Sunil K Mothay, highlighted on essential aspects and insights into the postal ballot voting process. He delved into a series of topics, including understanding the roles and responsibilities of Electoral Officers and Videographers stationed at Facilitation Centres. Other key points were Collection of Postal Ballots from Facilitation Centres, manpower at facilitation centres and arrangements, along with schedules to adhere to. Additionally, he provided an overview of forms 13 A, 13 B, 13 C, and 13 D which are essential for the postal ballot process. He stressed on the importance of maintaining voter secrecy during postal ballot voting, particularly for videographers tasked with recording the proceedings.

Further, he demonstrated on Annexure 4, Annexure 5, Annexure 6, Annexure 7 and the contents of postal ballot papers through PowerPoint presentation. Later, he informed that Format 1 (Annexure 6) must be reported on a daily basis and register of voters must be maintained daily.

Mr Rajiv Rai, provided detailed instructions on the procedure of postal ballot voting at Facilitation Centers. He mentioned that pink forms are designated for Assembly Constituencies, whereas white forms are designated for Parliamentary Constituencies. Additionally, he demonstrated stepwise process for handling envelopes during Postal Ballot Voting.

It may be mentioned that the postal ballot voting for government employees is scheduled to take place from April 9 to April 14, 2024, at two locations, with two venues inside the Indoor Stadium Namchi and one in the conference hall of District Administrative Centre, Namchi.

Expenditure Observer for Namchi District visited 15- Rangang-Yangang and 14-Temi-Namphing constituencies to assess the preparedness and the on going activities related to election monitoring in view of the General Elections, 2024

Namchi, April 1(IPR): Mr Lalhmingmawia Ralte, Expenditure Observer for Namchi District visited 15- Rangang-Yangang and 14-Temi-Namphing constituencies to assess the preparedness and the on going activities related to election monitoring in view of the General Elections, 2024.

He was accompanied by Mr Kumar Subba,

Assittant Returning Officer(ARO) and Mr Sonam Thendup, Sector Police Officer(SPO).

During the visit, the Expenditure Observer conducted a brief meeting at BAC Yangang to review the functioning of election officials.

During the meeting, he directed the Flying Squad Team(FST), Static Surveillance Teams (SST) and Booth Level Officers(BLOs) to take necessary measures and emphasized to remain vigilant inorder to conduct free, fair, transparent and inclusive election.

On his visit, the EO enquired about the basic necessary facilities available at the polling stations of the constituencies for the convenience of voters.

The EO urged the officials for compulsory casting of votes according to the strict guidelines of the Election Commission of India(ECI).

He emphasised to check on moving vehicles with oversized party flags.

EO informed the specific prescribed size of the flag is 3×2 ft for four wheeler and 1×1/2 ft for two wheeler as per the guidelines of Election Commission of India.

District Collector Cum District Election Officer called an emergency meeting with all Heads of Offices (HoD) of Namchi district at the District Administrative Centre

Namchi, April 1(IPR): Ms Annapurna Alley, District Collector Cum District Election Officer called an emergency meeting with all Heads of Offices (HoD) of Namchi district at the District Administrative Centre, today.

The meeting was regarding the violations of the Model Code of Conduct (MCC) of the Election Commission of India.

During the meeting, she instructed the HoDs to strictly comply and abide by the rules set by the ECI for government machinery. She further directed the HoDs to issue directives to their employees regarding the compliance to MCC violations along with the consequences that may be ruled upon by the ECI. She further urged everyone to confine to impartiality and avoid indulging in any political party activities.

Earlier in the afternoon, the DEO along with Dr TN Gyatso, Sr SP (Namchi) made a surprise visit to Nakka points and critical polling stations under 12 Melli AC to ensure poll readiness. The DEO directed the Static Surveillance Team (SST) to be vigilant so that illegal activities do not take place during the election.

General Observer for Namchi District visited critical polling stations under 12 Melli Assembly Constituency (AC)

Namchi, April 1 (IPR): Mr Amar Nath Upadhyay, General Observer for Namchi District accompanied by Mr Mingma Tashi Sherpa Sector Magistrate and Ms Palmula Bhutia Sector Police Officer visited critical polling stations under 12 Melli Assembly Constituency (AC) today.

General Observer directed Sector Magistrate and Sector Police Officer to detain all vehicles as well as two wheelers moving with oversized party flags and also the vehicle with flags but without campaign or rally permission provided by the concerned authority.

General Observer informed that the specific prescribed size of the flag is 3×2 ft for four wheeler and 1×1/2 ft for two wheeler as per the guidelines of Election Commission of India.

Further, he said that one vehicle or bike cannot have more than one flag unless permission is granted from the DEO and recorded in expenditure account of the candidate.

He also directed to instruct all concerned to strictly adhere to the guidelines of the ECI in this concern.

Training Conducted for Home Voting Teams in Namchi District

Namchi, April 1 (IPR): Training for Home Voting Teams was conducted for Sector Magistrate, AROs, Micro Observers, Polling Officers, BLOs and Videographers at Townhall, Namchi district, today.

Mr Sunil K Mothay, gave in-depth details about Home Voting facility for senior citizens aged 85+ and Person with Disabilities (PwD) voters with a 40% benchmark disability.

He elaborated the roles and responsibilities of the home voting team and highlighted the specific roles of the Sector Officer, Polling Officer, Micro Observer and videographers.

The explanation was given through PowerPoint presentation.

Mr. Rajiv Rai thoroughly briefed and provided essential instructions regarding Postal Ballot Voting facility for Home Voting, ensuring clarity and efficiency in the above mentioned matter. Further, he demonstrated on filling of Postal Ballot forms, followed by sealing of envelopes.

Namchi, March 31 (IPR): Inspection of the SST teams of 09 Barfung(BL) and. 11- Namchi Singhithang constituency was conducted by Ms.Annapurna Alley DC Namchi. Dr. T.N Gyatso, Sr.SP Namchi District also accompanied her till Damthang.

She also visited Ravangla and Hingdam with the concerned sector magistrate to ensure poll readiness.

The SST informed that vigilant watch has been kept to prevent illicit movement of liquor, cash and other items that can be used to influence the voters in the Constituency.

The District Collector instructed the SST teams to be vigilant so that the upcoming elections are free and fair elections.

General Observer for Namchi District visited three polling stations under Namchi District to take stock of arrangements for General Elections 2024

Namchi, March 31(IPR): Mr Amar Nath Upadhyay, General Observer for Namchi District visited three polling stations namely Tokday JHS, Lingmoo SSS and Namphok SS of 15 Rangang-Yangang Assembly Constituency(AC) under Namchi District to take stock of arrangements for General Elections 2024, today.

The General Observer was accompanied by Mr Kumar Subba, Assistant Returning Officer (ARO), Mr Mukesh Jairu and Mr Ajay Rai, Sector Magistrates, Mr Tulsi Thapa and Mr Sonam Thendup, Sector Police Officers along with the Block Level Officers(BLOs) of the 15 Rangang-Yangang AC.

During the visit to the polling stations, the GO enquired about the adequate measures and other basic facilities that have been undertaken for Senior Citizens, infirm and differently abled voters.

Talking to the BLOs, the GO asked about the voters turnout percentage in the area, and emphasized them to conduct more awareness and sensitize voters for better voter turnout. He also exhorted them to comply with the guidelines of Election Commission of India(ECI) for free and fair elections, and also sought cooperation from everyone in this regard.

The Sector Magistrates also briefed the GO about the arrangement put in place for the smooth conduct of election, and further informed about the various teams that have been deployed with regard to monitoring of election expenditure, manpower, surveillances etc.

Namchi, March 31(IPR): Mr Ashish Kumar Shukla, Expenditure Observer (Namchi) convened a meeting regarding the election expenditures with election expenditure agents of the contesting candidates for 09¬ Barfung, 10 Poklok-Kamrang, 11 Namchi-Singhithang and 12 Melli Assembly Constituencies (AC) at the conference hall of Namchi Town Hall, today.

The meeting was also attended by Mr Sunil Sharma Nodal Officer (Expenditure Monitoring) along with Assistant Expenditure Observers(AEOs) of the Four AC.

During the meeting, the EO briefed the agents about the various aspects of procedures for the election expenditure monitoring as per the instructions and guidelines of the Election Commission of India (ECI). He also requested the agents to go through the compendium of Instructions in Election Expenditure Monitoring and to contact the EO or the concerned AEOs for clarification if any doubts occur. The EO also listened to the grievances faced by the agents, for which he assured that necessary action will be taken by the District Election Officer for their convenience.

After the meeting, Mr Sunil Sharma, Nodal Officer (Expenditure Monitoring) conducted the training on filing of election expenditure to the agents at the same venue in the presence of the EO.

It was also mentioned here that the date of inspection of candidates accounts for 09 Barfung, 10 Poklok-Kamrang, 11 Namchi-Singhithang and 12 Melli AC under Namchi District will be carried out on 6th, 12th and 17 of April, 2024.

Mr Lalhmingmawia Ralte, Expenditure Observer (Namchi) conducted a meeting regarding the budget of election expenditure of candidates

Namchi, March 30 (IPR): Mr Lalhmingmawia Ralte, Expenditure Observer (Namchi) conducted a meeting regarding the budget of election expenditure of candidates with the Assistant Expenditure Officer (AEO), Accounting Teams (ATS) and representatives of intending candidates from 13-Namthang Ratyepani, 14-Temi-Namphing and 15-Rangang-Yangang at Town Hall, Namchi, today.

During the meeting, the EO briefed the representatives of the political parties about the Red Chart as per the guidelines of the Election Commission of India (ECI) for their election expenditure. He mentioned that the amount for the expenses for the campaign or rally should not exceed more than 28 Lakhs per candidate. Expenditure agent is the Expenditure Agent is accountable for the expenses and updating the expenditure register and Bill book who shall be appointed by the respective party candidates, he added.

The EO also mentioned that all payments are to be paid by cheque and should not break vouchers for the expenses which are below Rs. 10,000. He further stated that the expenditure noted on official records and candidates’ record should be coordinated with each other.

Mr Sunil Sharma, Nodal Officer (Expenditure Monitoring) deliberated thoroughly about the minute details on the Red Charts and the bill book to the representatives of candidates. He also exhorted for vigilant monitoring of vehicles plying for political campaigning and ensure that proper permission is obtained to prevent obstruction and nuisance to the public.

He further urged all to adhere to the Model Code of Conduct norms while laying down the do’s and dont’s for the contesting candidates.

Namchi, March 30 (IPR): District Administrative Centre, Namchi organised Inter-College Debate Competition on the theme ‘Namchi for Ethical Election’ as part of Systematic Voters’ Education and Electoral Participation (SVEEP) activity at the Townhall in Namchi, today.

Mr Amar Nath Upadhyay, General Observer for Namchi district, graced the occasion as chief guest along with Mr Pulkit, Assistant Collector, Namchi and the students from different schools and colleges.

The first round of debate was held amongst six teams:

DIET College, Namchi (for) and Team A, Sikkim Government College Namchi (against) on the topic ‘Is bad parenting responsible for drug amongst the youth?’

Industrial Training Institute (ITI), Kewzing (for) and Team B, Sikkim Government College, Namchi (against) on the topic ‘Should there be state funding of election?’

Sikkim Alpine University, Namchi (for) and Sikkim Institute of Science and Technology (SIST), Chisopani (against) on the topic ‘Freebies in elections: Political necessity or worrying trend?’

National Institute of Technology (NIT), Sikkim advanced for the second round as the opponent team failed to arrive for the competition.

Similarly, the second round of debate was held between 4 teams who were qualified from the first round, the teams for second round were:

NIT Sikkim (for) and Team A, Sikkim Government College, Namchi (against) on the topic ‘Role of media including social media in shaping public opinion, is it fair to times of today? Favour or against.’

SIST Chisopani (for) and Team B, Sikkim Government College (against) on the topic ‘Investing in socio-economic development vs mental health support: key priority for suicide prevention in Sikkim.’

Lastly, the third and the final round of debate was held between Team A of Sikkim Government College, Namchi and SIST Chisopani on the topic ‘Which one is more preferable to become people’s representatives: young, enthusiastic individuals or experienced politicians?’

After a competitive debate, SIST Chisopani emerged as the winner team.

Cash prizes of Rs 5000, Rs 3000 and Rs 2000 were awarded to teams that secured the first, second and third positions, respectively.

One candidate withdrew under Namchi District on the last day of withdrawal of nomination

Namchi, March 30(IPR): On the last day of withdrawal of nomination, one candidate withdrew under Namchi District at the District Administrative Centre, today.

Mr. Rup Narayan Chamling was an Independent candidate for 15 Rangang-Yangang Assembly Constituency who

withdrew his nomination through his proposer Mr. Purna Bahadur Rai in the office of Returning Officer, Mr Tshering Norgyal Theengh.

Altogether, a total of twenty-nine candidates will be in fray for General Elections for Seven Assembly Constituencies in Namchi district after the scrutiny and withdrawal of nominations.

General Observer for Namchi District visited two polling stations under 14 Temi Namphing Constituency

Namchi March 10: (IPR): General Observer for Namchi District, Mr. Amar Nath Upadhyay along with Assistant Returning Officer (ARO) Mr Sonam Palden Bhutia, Sector Magistrate Mr Wangyal Lepcha, Sector Police Officer Ms Joshna Gurung and Block Level Officers (BLOs) of 14 Temi Namphing Constituency visited two polling stations under the said constituency today.

He visited Temi Senior Secondary School and Tarku Secondary School to review the arrangements for upcoming polls in the above mentioned polling stations.

The General Observer reviewed on the availability of basic necessary facilities. He emphasized on imparting aggressive awareness in remote areas of the constituency under Namchi District. The General Observer also interacted with the locals and inquired on the various issues related with the upcoming polls. He also sought proper coordination from nodal officers with regard to hassle-free election process in a complete transparent and responsive manner.

Further, he urged the field functionaries engaged in their respective stations to remain more vigilant against occurrence of unusual incidents related with the polls.

General Observer for Namchi District visited 12-Melli constituency to review the situation and arrangements put in place

Namchi,March 29 (IPR): General Observer for Namchi District, Mr. Amar Nath Upadhyay along with Sector Magistrate (Melli), Assistant Returning Office (Melli) and SDPO (Melli) visited 12-Melli constituency today to review the situation and arrangements put in place.

The General Observer stressed on the officials and field staff to work in close coordination with each other to ensure smooth conduct of the election process on polling day. The Observer also articulated that the election officials need to be vigilant in order to conduct a free, fair, transparent and inclusive election in the district.

Further, he interacted with the general public and assured them that the authority would make all possible arrangements for violence free conduct of election 2024. 

Expenditure Observer (Namchi) conducted a meeting regarding the monitoring of election expenses of candidates with the Assistant Expenditure Observers (AEO), Accounting Teams (ATs) and Video Viewing Teams (VVT) at the Town Hall of Namchi

Namchi, March 29(IPR): Mr Ashis Kumar Shukla, Expenditure Observer (Namchi) conducted a meeting regarding the monitoring of election expenses of candidates with the Assistant Expenditure Observers (AEO), Accounting Teams (ATs)and Video Viewing Teams (VVT) at the Town Hall of Namchi, today.

During the meeting, the Expenditure Observer directed the officials and the teams to properly engage with procedures and guidelines in compliance with the responsibility entrusted by the Election Commission of India (ECI). In addition, he asked them to attend to the complaints of violations immediately and the action taken report to be maintained for all the candidates. He also instructed the VVTs to check the quality of the video recorded and ensure the backup of its data till the completion of the election. He further directed the AEOs to coordinate with their Flying Squad Teams (FST) at least twice a day for effective monitoring of any violations of the Model Code of Conduct (MCC). Moreover, he also suggested the monitoring teams to cross-check all the expenses of the candidates incurred in their election campaigning for appropriate audit of expenditure details.

Mr. Sunil Sharma Nodal Officer (Expenditure Monitoring) updated the Observer about the functioning and the tasks assigned to the monitoring teams along with the activities carried out till date.

General Observer (Namchi) and Police Observer (Namchi) jointly chaired a review meeting regarding the preparedness for General Elections under Namchi District

Namchi, March 28(IPR): General Observer (Namchi) Mr Amar Nath Upadhyay and Police Observer (Namchi) Ms Bhagyashri Navatake jointly chaired a review meeting regarding the preparedness for General Elections 2024 under Namchi District with District Election Officer and other Nodal officers at the District Administrative Centre, Namchi, today.

During the meeting, the status about the communication plan, training of election officials, deployment plan of Static Surveillance Teams, Flying Squad Teams and other manpower and vehicle deployments, EVM management, expenditures monitoring for all the seven assembly constituencies were thoroughly delineated by the respective nodal officers.

Mr Amar Nath Upadhyay directed the nodal officers to make sure of proper arrangements of election materials and trainings to the election personnel for the effective and smooth conduct of the election process. He also enquired about the details of patrolling and seizure of liquors carried out by the Excise department wherein he asked the nodal officer to conduct daily seizure and report the activity to the DEO office. With regard to the Systematic Voters’ Education and Electoral Participation (SVEEP) activities, he also instructed the Nodal officer to conduct effective mode of communication for wide awareness of the importance of election for higher turnout of voters in the district.

Ms Bhagyashri Navatake urged the officials to ensure appropriate planning and deployment of police personnel and logistics in the sensitive polling areas for violence free elections.

Mrs Annapurna Alley,DEO cum District Collector informed the Observers that the District election officials were well prepared to conduct free and fair elections as per the guidelines of Election Commission of India and shortages on any election matter will be promptly addressed.

Thereafter, the General Observer and Police Observer along with SSP(Namchi), ADC (Namchi) and other nodal officers visited the Strong Room established at Namchi Government College, Kamrang, where they inspected the Strong Room and arrangement of the Counting Halls for the ACs under Namchi District.

Namchi, March 28 (IPR): The scrutiny of nominations filed by candidates for Seven Assembly Constituencies(AC) under Namchi District was carried out in the presence of General Observer (Namchi) Mr. Amar Nath Upadhyay along with the candidates and their election agents, in the office of Returning Officers at District Administrative Centre, Namchi, today.

It may be mentioned here that, three substitute candidates Mr Shiva Kumar Rai (SDF) for 12 Melli AC, Mr Girish Chandra Rai (BJP) for 12 Melli and Mrs Komal Chamling (SDF) for 10 Poklok-Kamrang AC by default got their nominations cancelled.

Namchi, March 27(IPR): On the final day of filing of nominations, a total of thirty candidates filed nominations representing various political parties across seven Assembly Constituencies (AC) under Namchi District in the Office of Returning Officers at the District Administrative Centre, Namchi, today.

Under 09 Barfung AC, Mr Bhaichung Bhutia-Sikkim Democratic Front(SDF), Mr Dadul Lepcha- Citizen Action Party(CAP), Mr Rikshal Dorjee Bhutia-Sikkim Krantikari Morcha(SKM) and Mr Tashi Dadul Bhutia- Bharatiya Janta Party(BJP) filed their nominations.

Likewise, under 10 Poklok-Kamrang AC, Mr Arjun Rai (BJP), Mr Bhoj Raj Rai (SKM), Mr Pawan Kumar Chamling (SDF) and Mrs Sanju Rai (CAP) filed their nominations. A substitute nomination was also submitted by Mrs Komal Chamling as a SDF candidate for the said constituency.

Under 11 Namchi-Singhithang AC, Mrs Aruna Manger (BJP), Mr Bimal Rai (SDF), Mrs Krishna Kumari Rai (SKM) and Mr Mahesh Rai (CAP) were the candidates filed their nominations.

Two candidates of 12 Melli AC files nomination in Namchi

Namchi, March 26(IPR): On the sixth day of filing of nomination, two nomination papers were filed by two candidates at the office of Returning Officer at District Administrative Centre Namchi. Both the nomination was filed in the office of Ms Annapurna Alley, District Election Officer cum Returning Officer for 12 Melli Assembly Constituency (General).

The candidates who filed their nominations for 12 Melli AC were Mr Rupen Karki, Independent Candidate and Mr Ganesh Kumar Rai, Citizen Action Party.

After filing of their nomination, RO Ms Annapurna Alley also administered the oath of affirmation to them.

Completion of Shifting of Randomized EVMs in Namchi District

Namchi, March 24 (IPR): The Electronic Voting Machines (EVMs) for 7 Assembly Constituencies (ACs) consisting of139 Polling stations and Parliamentary Constituency (PC) Segments were shifted successfully at EVM Strong rooms located at Namchi Govt. College, Kamrang, following the randomization process yesterday. All EVMs were securely sealed in the strong rooms in presence of the DEO, ROs, AROs and rep. of pol. parties.

The whole process was carried out under the supervision of the Ms. Annapurna Alley DC/DEO Namchi, Addl. Dist. Collector, and SDMs. The shifting of EVMs were executed with strict adherence to the standard protocol.

First Phase of Randomization of EVMs takes place in Namchi

Namchi, March 23(IPR): The First phase of Randomization process of Electronic Voting Machines (EVMs) was successfully conducted in the Conference Hall of District Administrative Centre, Namchi today.

The Randomization Process had the presence of Ms Annapurna Alley District Election Officer cum DC along with other Returning Officers, Assistant Returning Officers and representatives of various Political Parties.

The Randomization process was carried out for 8 Assembly Constituencies (including Sangha) and Parliamentary Assembly segments falling under the district. After completion of the randomization process, the EVM warehouse was opened in the presence of the DEO, ROs and AROs along with the representatives of Political Parties.

Later, the Randomized EVMs were shifted to the Strong Room AC- wise established at Namchi Government College, Kamrang duly following the Standard Operating Procedure (SOP) of EVMs transportation.

ROs of Namchi district attends VC on Scrutiny of Nominations by IIIDEM

Namchi, March 23(IPR): Ms Annapurna Alley, District Election Officer Namchi, along with other four Returning Officers of Assembly Constituencies under Namchi District attended the Refresher Course on Scrutiny of Nominations through a virtual mode organised by the India International Institute of Democracy and Election Management (IIIDEM) under the Election Commission of India at the District Administrative Centre, today.

The session was conducted for the ROs of States going for the First Phase of Lok Sabha and Assembly elections. During the session, various queries pertaining to filing and scrutiny of nominations, allotment of symbols, criminal antecedents etc., were thoroughly delineated by the Resource Person from IIIDEM, New Delhi.

Thereafter, the IIIDEM resource person also clarified queries raised by the ROs regarding various aspects of nomination.

Expenditure Observer for Namchi District arrives at District Administrative Centre

Namchi, March 21 (IPR) : Mr Ashish Kumar Shukla, the Central Expenditure Observer (EO) for all AC of Namchi District i.e 11-Namchi-Singhithang, 10- Poklok-Kamrang, 09- Barfung, 12- Melli, 15- Rangang- Yangang, 13- Namthang- Rateypani, 14- Temi- Namphing , arrived at DAC, Namchi today.

On his arrival, he was welcomed by DM/ DEO Namchi, Ms Annapurna Alley along with Sy SP Dr TN Gyatsho and all the Nodal Officers and other officials of the district administration.

The DEO provided the EO with updates on Static Surveillance Team, Flying Squad Team, Accounting Team, Video Viewing Team, Video Surveillance Team, and others.

She outlined the district’s profile and the Seven Constituencies in accordance with the District Election Management Plan.

She also informed the EO about the polling station count, voter numbers and the district overall preparedness.

DC cum DEO Namchi conducts mock poll for filing nomination

Namchi, March 19 (IPR): A mock poll for filing nomination process was successfully conducted at the District Administrative Centre Namchi, today.

The entire process was carried out under the supervision of Ms Annapurna Alley DC cum DEO Namchi along with ADC, Asst. Collector, SDMs, and other concerned Officers.

The mock poll served as a rehearsal for the upcoming nomination process, ensuring a seamless and efficient execution during the actual nomination. It provided an opportunity for officers to familiarise themselves with the procedures and address any challenges that may arise.

Further, DC provided a briefing on the nomination procedures for the upcoming electoral process aiming to ensure a hassle-free and efficient process for all candidates.

DC cum DEO Namchi holds meeting with representatives of political parties

Namchi, March 19 (IPR): A meeting with the representatives of political parties with regard to the General Elections 2024 was convened at the District Administrative Centre, Namchi, today.

The meeting was chaired by Ms Annapurna Alley District Election Officer and had the presence of Dr TN Gyatso Sr SP Namchi, Mr Anant Jain ADC Namchi, Mr Subash Ghimirey ADC(HQ), SDMs, Officers from the concerned department and the representatives of various political parties.

Addressing the meeting, Ms Annapurna Alley DEO informed about the set of guidelines of Election Commission of India (ECI) that needs to be strictly adhered by political parties for free and fair elections. She further requested the representatives to make prior permission for any political campaigns, meetings, other programmes by using Suvidha app.

Dr TN Gyatso Sr SP briefed about the arrangements made for candidates and their supporters during filing of nominations at the DAC premises. He further explained on the requirements for permission of public address system, mobile campaign vehicles, flags, banners, etc which needs to be obtained from the concerned department.

Mr Subash Ghimirey ADC(HQ) Nodal Officer (Law and Order) sensitized about various rules, guidelines and instructions given by the ECI. He apprised on the defacement of public property and public places.

Mr Anant Jain ADC Namchi elaborated about the procedures for filing Nomination Form and many other aspects that need to be maintained by the candidates during filing of nomination. He added that, maximum four nomination papers can be filed by a candidate and the nomination forms can be collected till last day of nomination i.e 27 March. He also informed that nomination cannot be filed on public holidays and the 4th Saturday. Moreover, applicant can also file their nomination through the Suvidha portal and will receive their nomination paper till 3pm on the last date, he added.

Mr Sunil Sharma CPAO explained about the expenditure monitoring of candidates for the election which needs to be maintained by the candidates or by their election expenditure agents. He also discussed various expenditure categories that needs to be maintained in the account of candidates for meeting, banner, posters, and other expenses incurred during their political campaigns.

Mr Rajiv Rai DIO NIC gave a detailed PPT presentation on the use of C-Vigil app which is a mobile application for citizens to report MCC and Expenditure violations during the elections. This app can be downloaded in android and ios devices. Similarly, a demonstration for filing nomination on Suvidha portal was also given to the representatives of the political parties.

All necessary directives on MCC were handed over along with samples of format of forms needed for the nomination process to the representatives of political parties. Also necessary instructions for expenditure monitoring was shared with them.

MCMC conducts sensitisation program for the Printing Press and Studios under Namchi District

Namchi, March 18(IPR): A sensitisation programme for the Printing Press and Studios under Namchi district organised by the Media Certification and Monitoring Committee (MCMC) was conducted at the conference hall of District Administrative Centre, Namchi today.

The meeting had the presence of Mr Gopal Chhetri SDM(HQ) cum member of MCMC, Mr. Sunil Sharma CPAO and Ms Deepti Pradhan DIO cum Member Secretary MCMC along with members of MCMC and the printing fraternity of Namchi district.

Addressing the programme, Mr Gopal Chettri, SDM (HQ) informed about the MCMC being established at the DAC as per the guidelines of the Election Commission of India to certify of pre-certification of political advertisements and checking paid news related to the elections. He highlighted the crucial roles and responsibilities to be played by printing press and other shops that deals with publications of digital materials. In which, he advised the proprietors to avoid unsolicited publication of any election materials that may lead to the violation of MCC.

Ms Deepti Pradhan, DIO Namchi informed the gathering to be more cautious before publishing any election materials that may relate to fake information and propaganda. She also mentioned about the penalties for the violation of RP Act, 1951, which includes imprisonment and fine to the publisher and other printing press indulged in the publishing materials that may hurt the sentiments of any individual.

Tenzing Wongchuk Bhutia, JIA in his PowerPoint presentation gave an insight on the restrictions and provisions on printing of elections materials as per the section of 127A of the RP Act, 1951. Namchi, March 16 (IPR): Mrs Annapurna Alley, DC cum DEO presided over a final preparation meeting at DAC Namchi, today.

The meeting had the presence of Sr. SP Dr TN Gyatsho, ADC Namchi Mr Anant Jain, SDMs and concerned Officers.

During the meeting, DC cum DEO enlightened about the roles and responsibilities of Sector Magistrates, FSTs and SSTs in maintaining law and order, preventing electoral malpractices, and promptly addressing any violations. Electoral Officers conduct training programme for the preparedness of upcoming general election,2024

Namchi, March 6(IPR): The training programme for all reserved officers pertaining to the upcoming general election, 2024 was held at Officers Club, today

The meeting had the presence of Mr Sunil Sharma Chief Pay and Acccounts Officer(CPAO), Mr Laxman Tamang CDPO Namchi, Mr Gopal Sharma Joint Director Education Department and other officers and staff from line departments.

During the meeting, the CPAO informed the officers about the overall election expenditure and its monitoring related to the legal provisions for election procedures. He also briefed about legal and illegal elections expenditure, highlighting the offences and penalties under the guidelines of Election Commissions of India(ECI).

In regard to the new expenditure and monitoring machinery, the roles and responsibilities of Expenditure Observers(EO),Flying Squad and Static Surveillance (FST) Video Surveillance (VS) Video Viewing team(VVT),Media Certification and Monitoring Team(MCMC), District Expenditure Monitoring Committee(DEMC) Accounting Team(AT) and Liquor Monitoring Team(LMT), were detailed as per the ECI.

Namchi district conducts District Election Coordination Meeting with Political Parties

Namchi, March 5(IPR): Ms Annapurna Alley DC Namchi cum District Election Officer (DEO) chaired the District Election Coordination Meeting with the representatives of political parties of the district at District Administrative Centre, today.

The meeting had the presence of Dr T N Gyatsho Sy SP Namchi, Mr Anant Jain ADC Namchi, Mr Subash Ghimirey ADC(HQ), Mr CP Rai ADC Development Namchi, Mr Pulkit Assistant Collector, Mr Saran Kumar Kalikotey, SDM Namchi, Mr Sunil Sharma Chief Pay and Accounts Officer (CPAO) Namchi, Mr Karma Choda Bhutia Deputy Director Land Revenue and Disaster Management (LR&DM) along with the representatives of political parties of Sikkim Krantikari Morcha(SKM), Sikkim Democratic Front(SDF) and Bharatiya Janata Party(BJP).

The main purpose of the meeting was to inform the political parties on the current status of electoral roll updation as per the guidelines of Elections Commission of India (ECI).

During the meeting, the representatives were briefed about the nomination procedures, forms and Suvidha candidate portal, postering and bannering, expenditure and its monitoring. In addition, they were also updated on Model Code of Conduct (MCC) and penalties for the violation of MCC and were advised to follow law and order, security and traffic management to maintain the decorum of the district.

It was informed that in case of any party meeting at private premises, the political parties are advised to publish the NOC application of land parcha holder and if the land is jointly held, then they must provide the NOC of all legal land owners to the DEO.

The representatives were also informed about the VIGIL apps that allow vigilant citizens to give live reports on incidents of MCC violation within minutes of having witnessed them.Likewise, they were also briefed about the counting plan, strong rooms, arrangements for polling and counting during the election period , which is set up at Namchi Government College.

Later, the officers along with the representatives of political parties visited the storage and strong rooms of EVMs and VVPAT at Namchi Government College.

Training programme for Polling Officers I (Additional manpower) under Namchi District

Namchi, March 4(IPR): A training programme for additional Polling Officer was conducted by District Administrative Centre, Namchi at the Conference Hall of DAC,today.

A total of 30 newly appointed Polling Officers I were trained by resource persons: Gopal K Chettri SDM(HQ) and Bhumika Chettri Dy. Secy. (Election) on various aspects of EVM & VVPAT), poll day preparations, material management etc. in regards to the upcoming general Election, 2024.

Namchi, 1st March(IPR): Ms Annapurna Alley,DC Namchi cum District Election Officer(DEO)Namchi conducted a meeting with the officers of Excise Department at District Administrative Centre, today.

During the meeting, the DEO held extensive discussions on the procedure of seizure of alcohol and crack down on illicit liquor dens.

Namchi, Feb 29 (IPR): The first round of a day-long training for Assistant Expenditure Observer (AEO), Flying Squads Team (FST), Static Surveillance Team (SST), Video Surveillance Team (VST), Video Viewing Team (VVT) and Accounting Team under Namchi District for General Election 2024 was conducted at the conference hall of DAC, Namchi, today.

The training was conducted in the presence of Ms Annapurna Alley, District Collector cum District Election Officer, Namchi District.

Ms Annapurna Alley during her address offered her valuable insights into election conduct, highlighting the paramount importance of ensuring free, fair, and transparent election. She encouraged trainees to attain proficiency and exercise diligence in adhering to electoral procedures, stressing the aim of preventing any complaints. The essential requisites for officials were outlined and assured for the seamless execution of the electoral process.

She urged officials to connect with Nodal Officers for any queries or issues that may arise during the course of their responsibilities.

Mr Sunil Sharma, Nodal Officer for Expenditure Monitoring, delved into pivotal aspects of election protocols. The trainees received detailed briefings on the responsibilities and tasks assigned to Assistant Expenditure Observers, Flying Squad Team, Static Surveillance Team, Video Surveillance Team, Video Viewing Team and Accounting Team.

Mr Sharma, particularly emphasised strict adherence to Election Commission of India guidelines regarding candidate expenditure limits for both Assembly and Parliamentary Constituencies.

He also elaborated on the critical areas such as strengthening security measures at polling stations, educating voters through awareness campaigns, leveraging technology for transparent voting processes, ensuring equitable access to voting facilities, and enhancing monitoring of election expenditures.

Furthermore, he outlined strategies to document and oversee any irregularities, discrepancies, or issues observed during the voting process, aiming to uphold democratic principles and ensure a seamless, equitable, and transparent electoral process.

Mr. Rajeev Rai, DIO (NIC), Nodal Officer for Cybersecurity and IT shared insights into the (Citizens’ Vigilance Initiative on Election) C-VIGIL application, a mobile platform introduced by the Election Commission of India.

C-VIGIL empowers citizens to promptly report Model Code of Conduct (MCC) violations during elections with time-stamped proof, allowing the users to submit photos or videos showcasing suspicious or unlawful activities related to electoral malpractices, such as voter bribery, intimidation, or distribution of illicit goods.

C-VIGIL aims to enhance transparency and accountability in elections by encouraging active citizen participation.

Additionally, he highlighted the Election Seizure Management System (ESMS) set for the 2024 general election. The ESMS plays a crucial role in efficiently handling and monitoring seized items, emphasising transparency and preventing potential misuse.

ESMS offers real-time updates on field seizures, facilitates coordination among enforcement agencies, features a centralised database for recording seizures, real-time reporting for swift intervention, inventory management tools, chain of custody tracking, integration with law enforcement for collaboration, and analytical tools to identify potential electoral malpractices.

Mr. Gopal K Chettri, SDM (HQ) Namchi, provided a detailed overview of the procedures for upholding law and order in accordance with the Model Code of Conduct (MCC).

He delved into the various provisions embedded within the MCC, shedding light on its enforcement period, legal standing, and the permissions required for conducting meetings, processions, rallies, and the use of microphones (miking), among other activities.

Notably, he specified time constraints for the use of microphones, allowing it only between 6 am and 10 pm.

Mr. Chettri elaborated the necessity of adhering to guidelines throughout the electoral process. He extensively covered MCC violations, providing in-depth insights into the penal aspects and legal repercussions outlined by the Election Commission of India for individuals found in breach of the code, thereby emphasising critical importance of maintaining a stringent adherence to electoral regulations for a fair and lawful electoral process.

The Chief Electoral Officer visits Namchi district to review the preparations of upcoming elections,2024

Namchi, 24 February(IPR): Mr D Anandan(IAS), Chief Electoral Officer, CEO Sikkim evaluated the overall assessment in regards to the preparedness of the upcoming General Election,2024 in Namchi district,today.

The CEO was accompanied by Ms Annapurna Alley DC cum DEO Namchi, Dr. T N Gyatsho, Sr SP Namchi, Mr Gopal Kumar Chettri, SDM(HQ), Mr Saran Kalikotey SDM Namchi, Ms Rajani Sharma SDM Namthang, Mr Karma Choda Bhutia Deputy Director LR&DM along with Officers of District Administrative Centre, Namchi.

The First Level Checking (FLC) of Electronic Voting Machines (EVMs) – Control Units(CUs) for the upcoming General Elections conducted at the conference hall of the District Administrative Centre

Namchi, February 23(IPR): The First Level Checking (FLC) of Electronic Voting Machines (EVMs) – Control Units(CUs) for the upcoming General Elections was conducted at the conference hall of the District Administrative Centre, Namchi, today.

Present during the FLC were, Mr Subash Ghimiray ADC Namchi, Ms Bhumika Chettri Deputy Secretary Election, Mr Karma Choda Bhutia Deputy Director LR&DM along with the representatives of the recognised political parties.

The FLC was done to a total of 26 Control Units (CUs) that were received from the Office of the Chief Electoral Officer, Gangtok

During the checking, the CUs were thoroughly examined by the team of engineers from Electronic Corporation of India Limited (ECIL), Hyderabad.

Later, the ‘FLC OK’ CUs were stored in the FLC-OK strong room. The ‘FLC OK’ strong room was closed and sealed in the presence of Ms Annapurna Alley DC cum District Election Officer Namchi, Ms Bhumika Chettri Deputy Secretary Election, Mr Karma Choda Bhutia Deputy Director LR&DM along with the representatives of different political parties.

The strong room is being monitored by 24/7 CCTV surveillance and guarded by the Indian Reserve Battalion personnel.

DC Namchi chairs preparatory meeting for General Election 2024

Namchi, Feb 16(IPR): A preparatory meeting was convened at DAC Namchi to address crucial aspects for the upcoming General Election 2024.

The meeting was chaired by Ms Annapurna Alley DC Namchi. Present during the meeting were ADC Namchi, SDMs, BDOs, ERO, AERO, RO, ARO and other officials from the concerned departments.

Namchi, Feb 15 (IPR): The second round of training for Presiding and Polling Officers in preparation for the General Election 2024, concluded successfully on its fourth and final day. The training took place in two separate venues, namely DAC Conference Hall, Namchi and NSSS Auditorium Hall, simultaneously.

Namchi, Feb 12 (IPR): The second round of training for Presiding and Polling Officers in preparation for General Election 2024 commenced at District Administrative Centre, Namchi, today.

Two separate batches were trained simultaneously in two venues – DAC conference hall and at the Auditorium of Namchi Senior Secondary School.

The day-long training sessions was facilitated by Ms Merina Rai Joint Secretary Election Cell, Pakyong and Dr CP Khatiwada Assistant Professor NGC, State Level Master Trainer.

A total of 96 officers attended the training, among them 48 were polling and the other 48 were presiding officers.

14th National Voters Day commemorated by District Election Cell Namchi

Namchi, January 25 (IPR): The 14th National Voters Day was commemorated by District Election Cell Namchi today, in the presence of ADC Namchi Mr Anant Jain, Asst. Collector Namchi, Mr. Pulkit. SDM (HQ) Mr Gopal K Chettri. SDM Namchi Mr Saran D. Kalikotey, Special Guest Mr. Mingma D Lepcha, PWD Icon Mr Saran Pradhan and Mr Arjun Darjee, BLOs, Political Representatives, New Voters, and District officials.

ADC Namchi, in his address, traced the journey of National Voters Day since its inception in 2011. Training programme for BLOs under Namchi district

Namchi, 23 Jan(IPR): A training programme for Booth Level Officer (BLOs) was successfully conducted at District Administrative Centre today.

The main objective of the training programme was to trained the BLOs for upcoming general election, 2024 and to equip them with necessary skills and knowledge for the easy accessibility during the election.

A total of 139 Booth Level Officers had participated wherein they were explained and informed on the election procedures, including Poll day management, SVEEP activities and postal ballots.

The BLOs were also enlightened about BLO-Net mobile app, which is designed specially for Booth level Officers to provide online processing mechanism for claims, objections and enrollment received online and offline.

Similarly, the trainees were informed about the celebration of National Voters day, which is celebrated every year on 25 January to mark the foundation day of Election Commission of India.

During the training programme, hands-on training on commissioning Electronic Voter Machines(EVMs), Voter Verifiable Paper Audit Trail (VVPAT) were demonstrated to the BLOs.

First round of training for Presiding and Polling Officers I concludes

Namchi, January 20 (IPR) : The first round of training for Presiding and Polling Officers I under Namchi district concluded successfully, today.

The final sessions were conducted at two venues, identical to the location used for past three days, the Conference Hall of DAC and the Auditorium of Namchi Sr. Sec. School.

A total of 95 trainees participated on the final day, led by Mr Sunny Kharel and Mr Dilip Sharma. The training focused on the roles and responsibilities outlined by the Election Commission of India covering the topic of setting up of polling stations, EVMs, VVPAT, and adherence to electoral rules.

The training, that spanned from the 17th to the 20th of January, focused on imparting theoretical knowledge and practical skills related to the roles and responsibilities of presiding and polling officers. A total no of 550 Presiding and Polling Officer I received insights into the rules and regulations of the Election Commission of India (ECI) and underwent hands-on training on Electronic Voting Machines (EVMs) and Voter Verifiable Paper Audit Trail (VVPAT) at the designated venues.

The program’s success was greatly aided by the regular visits of DC Namchi Ms Annapurna Alley, and the proactive participation of SDM Namchi Mr Gopal K. Chettri, along with other officials in the training venues.

Second day of the first round of training for Presiding and Polling I Officers for General Elections 2024

Namchi, January 18(IPR): The second day of the first round of training for Presiding and Polling I Officers for the impending General Elections 2024, was held simultaneously at two venues namely the conference hall District Administrative Centre and the auditorium hall Namchi Senior Secondary School, under Namchi District, today.

The training session was conducted by Resource Persons Mr Sunny Kharel SDM Soreng, and Mr Dilip Sharma DPO Zilla Soreng, and had the participation of a total of 114 trainees.

The Resource Persons briefed the roles and responsibilities of the Presiding and Polling Officer I as per the guidelines of the Election Commission of India. Further, the trainees were explained about setting up of polling stations, the functioning of Electronic Voting Machine (EVMs), Voter Verified Paper Audit Trail (VVPAT), the do’s and don’t, and many other rules that need to be followed and exercised by them.

In addition, hands-on training was also given to the trainees to familiarize with EVMs.

During the training, Ms Annapurna Alley DC Namchi also visited the training venues wherein she briefed the pivotal roles of polling personnel in ensuring fair and smooth elections. She advised the trainees to make efficient use of the knowledge acquired during this training period and requested them to clear their doubts which may arise on the poll day.

Namchi, January 17 (IPR): The first phase of training for Presiding and polling officer I for the upcoming General Elections 2024 started at Namchi today.

The Nodal Officer for trainings Mr Gopal K. Chettri informed that the training is being conducted batch-wise at two venues- Conference hall of DAC and Auditorium of Namchi Sr. Sec. School consisting of 50 Officials each.

Mr Sunny Kharel and Mr Dilip Sharma, SLMTs assited by DLMTs & ALMTs conducted the training.

The comprehensive training, extending till January 20, aims to equip Officials with necessary skills and knowledge to fulfill their crucial roles in ensuring a fair and efficient electoral process.

Namchi, January 9 (IPR): The EVM-VVPAT Mobile Van Demonstration Vehicle for Namchi District was officially flagged off today by DC Namchi, Ms Annapurna Alley.

The event took place at the premises of DAC, Namchi and had the presence of key officials, including ADC Namchi, SDM HQ, SDM Namchi, DD LR&DM, DS Election, and Election staff.

Namchi, 8 Jan (IPR) : A meeting was conducted at the chamber of District Collector Namchi regarding the final publication of electoral roll w.e.f 01.01.2024 as qualifying date chaired by DC Namchi, attended by SDM Namchi, SDM HQ, DS Election and political parties representative of BJP, SDF & SKM.

The main agenda of the meeting was to handover a soft copy of the final publication of electoral roll.

Other important points were also discussed with the political parties seeking their cooperation in the upcoming General Election 2024

District Election Officer, Namchi chairs the first co-ordination meeting for General Election 2024

Namchi, January 8 (IPR): The District Collector cum District Election Officer Namchi Ms Annapurna Alley, chaired the first co-ordination meeting at DAC Namchi to discuss the strategies for the upcoming General Election 2024.

Present during the meeting were SDM (HQ), SDM Namchi, ADC (Dev) Ravangla, and other nodal officers representing concerned departments.

At the outset of the meeting, DC Namchi outlined the roles and responsibilities of the nodal officers, emphasising the crucial factors and challenges that need to be addressed for a smooth General Election process in 2024. The Nodal officers, in turn, introduced and deliberated on their specific roles and responsibilities.

Furthermore, the meeting underscored the necessity for sensitisation and a well-structured training program to ensure seamless management and execution of the electoral proceedings.
