LR and DM Department Minister Mr. Kunga Nima Lepcha launches ‘Apada Sewa’ Mobile Application and also formally inaugurates Namchi District Emergency Operation Centre

Namchi, 10th May(IPR): Land Revenue and Disaster Management Department Minister Mr. Kunga Nima launched the ‘Apada Sewa’ mobile application at Integrated Command Care Center, today.
Organised by the Namchi District Disaster Management Authority.
The program had the presence of DC (Namchi)Mr. M Bharani Kumar, Additional Director (SDMA) Mr Rajiv Roka, ADC (Namchi) Mr Anant Jain, ADC (HQ) Mr Satyen Pradhan, CEO (NSCL) Mr Thupden Bhutia, DPO (Namchi) Mr Abhishek Kharel along with concerned officials from NIC Namchi and NSCL.
It maybe mentioned that ”Apada Sewa’ mobile application is a joint initiative developed by National Informatics Centre Namchi and Namchi Smart City Limited under the supervision of Namchi DDMA. The application envisages the digitization and smooth processing of disaster reporting, geo-tagging, surveying and systematic formulation for the processing of natural calamities claims. One of the main features of this application is that the concerned official can allocate disaster management work to key administrators based at various locations, which is done for faster mobility and in providing aid to people and places struck by man-made or natural disasters.
Addressing the gathering, Minister Mr. Kunga Nima Lepcha applauded the efforts undertaken by the Namchi DDMA in collaboration with other departments to improve the disaster mitigation measures at the district level by developing this application. He informed that the use of new technology would further strengthen and expand the preparatory measures of disaster management plans.
Further, he advised to bring awareness of disaster preparedness involving the community especially in the rural areas, this outreach will become a valuable resources during any time of unprecedented calamity.
DC Namchi in his address said that this initiative is in the initial phase of transforming the endeavours of achieving e-governance in the district. He added that it will also generate a system at the administration level empowering the people at large.
DPO Namchi highlighted the aim and benefits of using ‘Apada Sewa’ mobile application. The mobile application is based on a user-friendly interface which shall help the user in making effective, efficient and accountable at their disaster management work. He said the users can also keep record thereby avoiding any duplicate or erroneous claims of ex-gratia. Further, it will expedite the processing of claims for instant relief or restoration works to the bonafide beneficiary of disaster calamity, he added.
In future, a desktop version of the application will be available for Namchi district. Similarly, GIS mapping, data analysis and documenting of natural calamities will be integrated into the dashboard of the Emergency Control Room.
At the outset of the program, the Minister inaugurated Namchi District Emergency Operation Centre located in the Integrated Command and Control Centre, Namchi Car Plaza.
The District Emergency Operation Centre is a 24/7 dedicated emergency service wherein disaster-related issues will be addressed. The contact no of the control room is 03595 264100 and can take up to 10 calls, simultaneously
The program also saw felicitation of individuals for the immense contributions towards the development of the ‘Apada Sewa’ mobile application by the Namchi DDMA. They are namely:
1. Mr Anup Rai(IT Expert),
2.Mr Rajeev Rai (DIO, NIC)
4.Mr Bijendra Rai (Consultant, NSCL)
In addition, ADC (Namchi) Mr Anant Jain, ADC (HQ) Mr Satyen Pradhan, SDM (Namchi) Mr Chiran Rizal, and DPO (Namchi) Mr Abhishek Kharel were also honoured during the program for their contribution of COVID-19 management.
