21st April, 2023 (IPR) Panchayat By- Election, 2023 Results for Namchi District

The counting process for Panchayat By-Elections, 2023 was completed successfully in the Counting Hall established at District Administrative Centre, Namchi today. The Strong Room was opened at 9:30 a.m. under the supervision of Panchayat Returning Officer (Namchi) Mr. M. Bharani Kumar in the presence of Secretary (Sikkim State Electricity Regulatory Commission) the Panchayat By- Election Observer (Namchi) Ms. Karma Doma Youtso, SDM (HQ) Mr. Chiran Rizal, SDM (Namchi) Mr. Mahendra Chettri, Deputy Secretary (Election) Ms. Bhumika Chettri, Candidates and their Election agents.
The details of Winning candidates of the two contesting wards under Namchi District with their total vote count are as follows:
8 Upper Tshalamthang Panchayat Ward, Mr. Shiva Kr. Kami, 330 votes
2 Lower Gagyong Panchayat Ward, Mr. Nimu Lepcha, 297 votes
It maybe mentioned that nil postal ballots were received for the two contesting wards during the period of Panchayat By-Elections, 2023.
Further, one Panchayat ward under Namchi District was declared uncontested, which is 1 Upper Phalidara Panchayat Ward wherein candidate Ms. Binu Rai won uncontested.
The Panchayat Returning Officer Mr. M. Bharani Kumar handed over the Certificate of Elections to the winning candidates in the presence of Panchayat By-Election Observer Ms. Karma Doma Youtso, Deputy Secretary (Election) Ms. Bhumika Chettri alongwith other officials.
Following the completion of the counting process the Electronic Voting Machines alongwith other Election documents were kept in the Strong Room, which was sealed at 11:30 a.m. in presence of the officials.


17th April,2023 (IPR): Commissioning of EVMs 

Namchi, 17th April (IPR): The commissioning of the Electronic Voting Machines (EVMs) to be used for Panchayat By-Elections, 2023 under Namchi District was carried out at District Administration Centre, today.
The commissioning process was done in the presence of SDM(HQ) Mr. Chiran Rizal in presence of BHEL Engineer and candidates of the two contesting wards which is 2 Lower Gangyong Panchayat Ward and 8 Upper Tshalamthang Panchayat Ward.
After, the commissioning process a training for polling teams was also conducted at the conference hall of District Administration Centre which was imparted by DC (Namchi) Mr. M. Bharani Kumar SDM (HQ) Mr. Chiran Rizal and other Sector Magistrates.


31st March,2023 (IPR): Withdrawal of Candidatures

The procedure of withdrawal of candidatures pertaining to the Panchayat By-Elections for Namchi District was carried out at the office of Assistant Returning Officer Mr. Anant Jain at District Administrative Centre, today.
It was informed that two candidates who had filed their nominations, withdrew their candidatures.
The detail of the candidates are as follows:
01. Mrs. Nirmala Manger, 1 Upper Phalidara Panchayat Ward
02. Mr. Yan Tshering Lepcha, 2 Lower Gangyong Panchayat Ward
Following the withdrawal of candidatures, the following candidates are in the fray for Panchayat By-Elections:
01. Mr. Binod Limboo, 2 Lower Gangyong Panchayat Ward
02. Mr. Man Bahadur Tamang, 2 Lower Gangyong Panchayat Ward
03. Mr. Nimu Lepcha, 2 Lower Gangyong Panchayat Ward
04. Mr. Rajendra Shanker, 8 Upper Tshalamthang Panchayat Ward
05. Mr. Shiva Kumar Kami, 8 Upper Tshalamthang Panchayat Ward
Therefore, one Panchayat ward under Namchi District is declared uncontested, which is 1 Upper Phalidara Panchayat Ward wherein candidate Ms. Binu Rai remains uncontested. After, the withdrawal process, symbols were also alloted to the contesting candidates.

28th March,2023 (IPR) : Scrutiny for Panchayat Bye Election, 2023:

The scrutiny of nomination papers of candidates who had filed their nomination for the Panchayat By-Elections, 2023 was carried out in the office of Panchayat Returning Officer, today. The scrutiny process also had the presence of Secretary, Sikkim State Electricity Regulatory Commission, Ms. Karma Doma Youtso, the Panchayat By- Election Observer for Namchi District.
During the scrutiny of the 03 Gram Panchayat Wards, the nomination papers of all the 08 candidates were accepted and nil nomination papers were rejected. It maybe mentioned under Namchi District 2 Lower Gangyong Panchayat Ward, 1 Upper Phalidara Panchayat Ward and 8 Upper Tshalamthang Panchayat Ward are scheduled to go for By-Elections.
It may also be noted that the last date of withdrawal of candidatures is on 31st March till 3 p.m. following which symbols shall be allotted to the contesting candidates.

27th March,2023 (IPR): Nominations

On the last and the final day of filing of nominations for Panchayat By- Elections, 2023, a total of 08 nominations under Namchi District were received till today at DAC Namchi.
The scrutiny of nomination papers will take place on 28th March from 11 a.m. at D.A.C. Namchi. The last date of withdrawal of candidature is on 31st March before 3 p.m
