DC NAMCHI CHAIRS MEETING REGARDING MONITORING INFLUX AND LABOUR REGISTRATION

Namchi, Febuary 5 (IPR): A meeting to discuss the urgent issues regarding monitoring influx and labour registration for Namchi District was held at District Administrative Centre (DAC) Namchi, today.
The meeting was chaired by Ms Anupa Tamling, DC Namchi, Mr Subash Ghimirey ADC (HQ), Mr Nim Pintso Bhutia SDM (HQ), Mr Passang T Lepcha ASP Namchi, along with SDMs, BDOs, MEOs, Special Branch Police, Labour Department from the district.
In the meeting DC Namchi, highlighted the concern over the increasing influx of migrants into the state, particularly focusing on the growing number of migrant labourer.
She directed for strict vigilance and enhanced monitoring mechanisms to ensure that the migrants workers are controlled effectively with proper registration. She further urged the authorities to take stringent action and enforce both the Sikkim Labour (Regulation of Employment and Conditions of Services) Act 2021 and Inter State Migrant Workmen Act 1979, which aim to regulate the entry and employment of migrant workers.
Further, She stated that, there shall be strict checkings at the checkposts by the concerned authorities. Not only will the entry data of such labour force is to be done but the concerned department shall ensure proper record of the exit data also. Henceforth, the department shall diligently keep track of such entry and whereabouts in the district.
In addition, any instance involving the immigration of women and children must be immediately reported to the Women and Child Development and the DCPU Namchi.
She added, that with regard to the problem of difficulty in tracking down of the labours, it was decided that any labour registered in Namchi District will be allowed to work within the district only. Any labour entering Namchi district for the purpose of labour will have to have the registration from the district only.
Underscoring the concerns regarding the child labor which must be prohibited, a proper investigation should take place in regard to registration and verification in hotels, restaurants, and for household work purposes.
Moreover, all individual shops such as medical shops and hotels, must have a proper CCTV surveillance in place to monitor any incidents.
In an effort to curb the rising issue of unidentified beggars, found in villages and towns must be reported immediately to the nearest police station. All landlords shall have accurate information about their tenants and verify their addresses.
Additionally she also said that the hawkers’ licenses which are valid only for one specific day i.e., haat day, should not be permitted for door to door sale of goods especially in the rural areas. All meat shops to have a single signboard written as “MEAT SHOP” only without specifying the categories of meat available.
Further, instructions were also given that all shops should display the license in original at their shop. Authorities should ensure that multiple shops are not being run by using one single licence.
The officials of the Labour Department were directed to share the daily report and list of the permitted/registered labour to the district administration, district police and the Special Branch. There shall be strict monitoring of the permission issued to them. At the District level a Flying Squad shall be constituted for checking. Likewise the SDMs and BDOs were also directed to form flying squads at the Sub-Division and Block level. Surprise checkings/ raids to be conducted by the authorities and stringent action to be taken against those failing to comply with the Rules.
