Co-ordination meeting report : Namchi District Zilla Panchayat and all GPUs of Sumbuk BAC

Namchi, 26th September: On 25th Sep.2023 a co –ordination meeting of NDZP and all GPUs of Sumbik BAC was held at Conference hall of Sumbuk BAC under the chairmanship of the Hon’ble Adhyaksha NDZP and co chaired by the Hon’ble Upa- Adhyaksha NDZP.
To make this co ordination meeting successful all the Hon’ble ZTC Members, Sabhapati and Upa- Sabhapati of Sumbuk Krtikey,Sadam Rabitaar,Suntaley Sukrabarey, Turuk Ramabong, and Lunchok kanerey GPU , BDO and AE Sumbuk BAC and all the staffs of GPUs were present.
Find outs and resolutions made.
1. In some of the GPUs, due to non supply of materials by the contractor the construction works under MGNREGA are pending for last 10 months. Although it has been notified to the contractor by the BDO even then the part of negligence is persistent.
The Administration of NDZP is directed to co-ordinate with the ADC Development (Namchi) to resolve the issue at the earliest.
2. Sadam Rabitar GPU,since newly formed, is running short of staffs and also without GPK Bhawan/building for which the concerned GPU members are asked to find a suitable land and place a demand letter to the authority through BDO. The Zilla Panchayat shall pursue the same to the higher level.
3. Although it is notified by the Government of Sikkim that all the tenders up to Rs. 1 Cr. should be floated on GPU level even then the tenders of various schemes are being done outside and therefore the NOC of the concerned panchayat is not required/ valued or even asked and hence losing the power of control over the contractor’s monopoly. Therefore if the Tenders are being floated at GPU level the quality of work as well as the OSR could be raised to run the GPU little effectively.
As such it is advised to maintain the equilibrium between the local contractors as well as the Departmental perspective over the tenders however, the Zilla Panchayat shall further clear about the matter after co-ordinating with the Departments so that the delicate fiber of good faith shall remain intact.
It is made clear by the Hon’ble Adhyaksha that even in such adversity the NOC from the ward panchayat ,Gram panchayat and Zilla panchayat is mandatory before passing any of the work bills either of BAC or Zilla Panchayat Oriented works.
4. Surprisingly at Mellidara Payoung GPU, the JJM water supply has not reached to the PHC, Upper Payoung, Katusey and few more villages. However, as clarification was made by the J.E. that the survey and estimate for JJM was made quite a year back and with the advance of time some households were newly build around therefore such instance had happened even then the PHC not falling into the survey line was questionable.
Therefore an enquiry was made with the concerned A.E and J.E and asked to submit the report and reason thereof within a weak so that alternate arrangements can be made.
5. Melli Bazar, since fall under the same GPU, it is felt necessary to install CCTV at some nooks to keep an eye on the antisocial elements, garbage disposal monitoring, public safety etc. for which the Sabhapati was advised to have a collaborative approach with the concerned ZTC member for the required fund as well as approach the District Collector, District Level Oversees Committee for the said purpose.
6. Despite of numerous efforts put on the regularity and accountability of the staffs some of the GPUs have poor attendance and leaves were taken without prior permission or do not come to the office without any information to the concerned authority leading to the delay or non disbursal of the public works on time. Therefore the GPUs have requested to pay timely/surprise visit of BDO at all the GPUs of his jurisdiction and ensure the proper functioning of the office mechanism.
7. All of the GPUs are in dire need of garbage disposal vehicle that could lift up the garbage from the site of collecting unit installed in all the GPUs and properly manage to dispose off the same.
As appraised by the BDO a RRC unit has also been proposed to the department under SBM for proper disposal and management of the garbage. The NDZP shall also try to find a source for the garbage disposal vehicle and pursue the proposal of the BDO.
8. The Sumbuk kartikey GPU put forth the ICDS demand at their GPU, however the status report of the ICDS at Sumbuk shall be obtained from the office of CDPO, namchi and accordingly the official proceeding shall be furnished for the establishment of ICDS.
9. At the end key notes Hon’ble Adhyaksha appealed to all that accountability is to be maintained in every respect ether social or official and serve the people of Sikkim at once optimum potential. She finally invited all the Hon’ble members of 6 GPUs to 3 day Panchayat Sammelan – 2023 that is going to take place w.e.f 6th Oct. to 8th October 2023.
