DC Namchi Chairs Meeting on Record of Discussion (RoDs) of the meeting held on 10.01.2025 under the Illegally Staying Foreigners/ overstaying foreigners in India.

Namchi, March 28 (IPR) : A meeting on illegally staying foreigners/ overstaying of foreigners, capturing of biographic and biometric data of illegal foreigners through Foreigners Identification Portal (FIP) and functioning of District Police Module (DPM)in the district was chaired by DC Namchi at DAC, today.
The primary objective of the meeting was to enhance and strengthen surveillance on this matter by improving record keeping and data sharing amongst the functionaries involved. Data of overstaying foreigners need to be reviewed by the Police on DPM. Close monitoring of effective deportation of illegally staying/ overstaying foreigners needs to be done. Effective use of DOM and FIP has to be done. Sensitization on filing of Form ‘C’ to be carried out regularly.
Further, mechanism for labour verification and to establish a standardised database for labourers across various sectors was also discussed.
She delved into the protocols for registering individuals employed in sectors such as construction sites, hardware stores, and online delivery services.
Further, She stressed the importance of proper documentation and compliance with registration procedures to ensure legal employment practices.
Mr Karma Gyamtso Bhutia, Sr SP Namchi, provided valuable insights into the labour verification process. He highlighted the importance of creating string data collection module for organising and accessing information on district entrance and exits.
He also underscored the necessity of implementing “one point of entry, one point of exit” policy which would significantly reduce cases of illegal overstaying. This approach aims to streamline access control and improve safety and management across various sectors.
A key part of the discussion was focused on the standardisation of data collection formats. Ensuring consistency and reliability in the data collected from various sectors was seen as crucial for improving efficiency and transparency in labour tracking systems.
The meeting concluded with plans to workout new measures to improve labour tracking systems, safeguard workers’ rights, and contribute to a more transparent and well-managed labour market.
The meeting was also attended by ADC (HQ) -Mr Subash Ghimirey, SDM (HQ) -Mr Nim Pintso Bhutia, Assistant Labour Commissioner Labour Department -Mr Mohan Chettri, Special Branch Namchi Officers -Mr Sonam Ongdup Lepcha and Mr Rajib Chettri.
