Mr Satish Chandra Rai Receives Certificate of Election for 11 Namchi-Singhithang Constituency

Namchi, October 30 (IPR): Mr Satish Chandra Rai, the candidate of Sikkim Krantikari Morcha from 11-Namchi-Singhithang Assembly Constituency, was formally presented the Certificate of Election by Ms Anupa Tamling, the Returning Officer and District Election Officer Namchi for the Bye-Election 2024, today.
The Certificate of Election (Form 22) was issued in the presence of Mr Moneesh Kumar, IAS, General Observer for Namchi District, Dr TN Gyatso, Senior Superintendent of Police Namchi, and officials from concerned departments.
The General Observer conveyed his congratulations to the newly elected Member of the Legislative Assembly and extended best wishes for his future endeavors. He also commended the district election officials for overseeing the bye-election in a manner that was both free and fair, devoid of any incidents of violence.
Similarly, Ms Anupa Tamling, District Election Officer, expressed her gratitude to all political party representatives and election officials for their cooperation in the smooth execution of the electoral process.
It is to be noted that Mr Satish Chandra Rai is declared unopposed in the bye-election following the withdrawal of Mr Daniel Rai from the Sikkim Democratic Front, who rescinded his nomination yesterday.

CAP Representatives convene meeting with the General Observer Namchi

Namchi, October 29 (IPR): Mr Moneesh Kumar (IAS), General Observer, held a meeting today at the SIRD Karfectar guest house with representatives of the Citizen Action Party (CAP) following a request from the party members.
During this meeting, the General Observer attentively considered the proposals and grievances put forth by the CAP representatives.
The General Observer assured the representatives that their concerns were being taken seriously and that he would address any potential interference or disruptions.
He further guaranteed that he on behalf of ECI would maintain close oversight of the situation. He also assured to instruct the District Collector to take all necessary actions and prepare a report regarding the grievances presented by the CAP representatives.
Moreover, he directed the Sector Magistrate to be vigilant concerning these issues and was given a clear mandate to investigate any irregularities that might occur during the election period to uphold a free and fair electoral process.

SDF Candidate Withdraws Candidature, SKM Candidate Uncontested for Bye-Election in 11 Namchi-Singhithang AC

Namchi, October 29 (IPR): Mr Daniel Rai, a candidate representing the Sikkim Democratic Front, formally submitted his withdrawal of candidature for the Bye-Election for 11 Namchi-Singhithang Assembly Constituency to the Returning Officer and District Election Officer of Namchi today.
The candidate, along with his proposers, submitted Form 5 for the withdrawal, which was duly accepted by the Returning Officer and District Election Officer.
It is noted that the Bye-Election for the 11 Namchi-Singhithang Assembly Constituency is now uncontested, with Mr Satish Chandra Rai from the Sikkim Krantikari Morcha being the sole candidate.

Nomination Scrutiny Concluded: Candidates from Sikkim Krantikari Morcha and Sikkim Democratic Front Cleared for Assembly Contest While Citizen Action Party’s Mahesh Rai Disqualified Due to Insufficient Proposers

Namchi, October 28 (IPR): The scrutiny of nomination papers submitted for the bye-election in the 11-Namchi-Singhithang Assembly Constituency was conducted today at the office of the Returning Officer/District Election Officer in Namchi, in the presence of the candidates and their respective election agents.
The Returning Officer cum District Election Officer reviewed four nominations submitted by various political parties.
The nominations of Mr Daniel Rai from the Sikkim Democratic Front (SDF) and Mr Satish Chandra Rai from the Sikkim Krantikari Morcha (SKM) were duly accepted.
Conversely, the nomination submitted by Mr Mahesh Rai of the Citizen Action Party (CAP) was rejected due to the insufficient number of proposers during the scrutiny process.
Furthermore, the nomination filed by Ms Yojna Rai of SDF as a substitute candidate was also cancelled by default.
During the procedure, the Returning Officer cum District Election Officer requested the validly nominated candidates to cooperate in ensuring a peaceful and smooth conduct of the bye-election and to set a commendable precedent for the process.
Additionally, she also highlighted Forms 4 and 5 to the candidates and mentioned the deadline for the withdrawal of candidacy, which is established as October 30, Wednesday, until 3 PM.
The voting day is scheduled for November 13, 2024.

General Observer of 11-Namchi-Singhithang conducts meeting with political party representatives

Namchi, October 25 (IPR): Mr Moneesh Kumar (IAS) General Observer 11-Namchi-Singhithang conducted a meeting with political party representatives for the forthcoming Bye-Election 2024 at DAC Namchi.

The polling stations included Namchi Senior Secondary School, Namchi Old Primary School and Namchi New Secondary School.

Namchi, October 25 (IPR): With the conclusion of the nomination period for the 11-Namchi-Singhithang Assembly Constituency (AC), a total of four candidates, including a substitute candidate from the Sikkim Democratic Front (SDF), successfully submitted their nominations at the office of the Returning Officer-cum-District Election Officer, Namchi, for the Bye-Election 2024.

To date, nominations have been submitted by three regional political parties.
The scrutiny of nominations is scheduled for October 28, 2024, and candidates may withdraw their nominations by October 30, 2024.
The polling date is set to take place on November 13, 2024.

Sensitisation Programme Equips Printing Presses with Knowledge on Electoral Requirements

Namchi, October 25 (IPR): The District Level Media Certification and Monitoring Committee (MCMC) conducted a sensitisation programme for the Printing Press and Studios of the district at the Conference Hall of the District Administrative Centre, Namchi, today.
The main objective of this initiative was to raise awareness among Printing Press and Studios regarding their responsibilities and the guidelines they need to follow concerning the printing of pamphlets, posters, and other promotional materials in connection with the upcoming bye-elections scheduled for 2024.
The programme was graced by Mr Sunil Sharma, Chief Pay & Accounts Officer and Ms Deeki D Bhutia, District Information Officer and Member Secretary of MCMC.
During her address, Ms Deeki D Bhutia elaborated on the essential elements of the Model Code of Conduct (MCC) that is currently in force during this electoral period.
She provided an insightful overview of Section 127A of the Representation of the People Act, 1951, which stipulates mandatory compliance regarding the filing of Appendix A and B forms by publishers. These forms must be submitted to the District Election Officer cum District Magistrate within three days following any publication.
Moreover, she cautioned the attendees against the illegal publishing of any election-related content without proper authorisation, noting that such actions could lead to violations of the MCC.
In addition to these essential guidelines, Mr Sunil Sharma provided an in-depth elaboration on the financial aspects pertaining to election materials. He took the time to outline the various regulations governing electoral expenditures, ensuring that all attendees understood the limits placed on spending by candidates in the lead-up to the elections.
His presentation covered the particulars surrounding unauthorised expenses, stressing the importance of transparency and accountability in the contesting process. Presiding and Polling Officers Get Hands-on Training on Electronic Voting Machines

Namchi, October 24 (IPR): The first round of training for Presiding and Polling Officers, in preparation for the forthcoming Bye-Elections, was conducted today at the auditorium hall of Namchi Senior Secondary School.
The training was facilitated by Ms Bhumika Chettri, Deputy Secretary of Elections and State Level Master Trainer (SLMT), along with Ms Vaishnu Rai, Deputy Director of Agriculture and Assembly Level Master Trainer (ALMT), and Ms Anupama Rai, Deputy Secretary of the Rural Development Department/Assembly Level Master Trainer (ALMT), serving as resource persons.
A total of 57 Presiding and Polling Officers participated in the training.
Throughout the session, Ms Bhumika Chettri, SLMT, provided an overview of the electoral process’s importance, detailing the responsibilities assigned to the presiding and polling officers. She emphasised the necessity of training to ensure the election’s fair and smooth execution.
Ms Vaishnu Rai, ALMT, addressed the procedures and preparations for both pre-poll and election day, as well as the essential management protocols that the polling team must adhere to at the polling station. She also highlighted critical instructions, such as the maintenance of the election materials checklist, the Presiding Diary, and various dos and don’ts, to facilitate a seamless electoral process.
Ms Anupama Rai, ALMT, clarified the model features of polling station setup, including provisions for accessibility for persons with disabilities and visually impaired voters.
Subsequently, practical training on Electronic Voting Machines was provided to the participants, enabling them to become acquainted with the equipment and address any uncertainties.

Electronics Voting Machines shifted at Namchi Strong Room Following First Randomisation

Namchi, October 22 (IPR): The Electronic Voting Machines (EVMs) to be used for Bye-election for 11 Namchi-Singhithang AC, were shifted successfully at EVM Strong room set up at Namchi Senior Secondary School, following the first randomisation process today.
All EVMs were securely sealed in the strong room in the presence of Ms Anupa Tamling, DC/DEO Namchi, Dr T N Gyatso, Sr SP Namchi, Mr Subash Ghimirey, ADC HQ/ARO, Mr Nim Pintso Bhutia, SDM HQ, Mr Saran D Kalikotey, SDM Namchi along with the representatives of political parties.
The whole process was carried out with strict adherence to the standard protocol of the election.
The strong room shall be guarded round-the-clock by the Armed Police Personnel.

First randomisation of EVMs and VVPATs for ensuing Bye Elections 2024

Namchi, October 22 (IPR): The first randomisation to allocate Electronic Voting Machines (EVMs) and Voter Verifiable Paper Audit Trails (VVPATs) to 19 polling stations in Namchi for the upcoming Bye Elections of 11-Namchi-Singhithang Assembly Constituency was held at the conference hall of DAC Namchi today.

DC Chairs Meeting with Nodal Officers for 2024 Bye-Election

Namchi, 18th October 2024 (IPR): Ms Anupa Tamling DC Namchi convened a meeting with the designated Nodal Officers to strategise for the upcoming bye-election 2024 for the 11 Namchi-Singhithang Assembly Constituency (AC).

DC Namchi conducts meeting for the upcoming bye-elections of 11 Namchi Singithang Assembly Constituency at DAC

Namchi, October 16(IPR): Ms Anupa Tamling chaired a meeting in regard to the upcoming Bye-Election 2024 for 11th Namchi-Singithang Assembly Constituency at District Administrative Centre, today.

The meeting was attended by Dr TN Gyatsho Sr SP, Ms Tirsang Tamang ADC Namchi, Mr Sunil Mothey ADC Development Ravangla, Mr Saran Kalikotey SDM Namchi along with the HoOs from various line departments.

During the meeting, the DC highlighted about the overall objectives of the meeting, wherein she directed the line departments to focus on the various roles and responsibilities and urged them to work in coordination in conducting free and fair elections. She also informed that as per the guidelines of Election Commission of India(ECI) the Model Code of Conduct(MCC) will be applicable to the entire district.

Further, she informed that the strong rooms would be established at Namchi Senior Secondary School and 19 polling stations will be set up to ensure the smooth conduct of the election.
