Sensitisation Programme Equips Printing Presses with Knowledge on Electoral Requirements

Namchi, October 25 (IPR): The District Level Media Certification and Monitoring Committee (MCMC) conducted a sensitisation programme for the Printing Press and Studios of the district at the Conference Hall of the District Administrative Centre, Namchi, today.
The main objective of this initiative was to raise awareness among Printing Press and Studios regarding their responsibilities and the guidelines they need to follow concerning the printing of pamphlets, posters, and other promotional materials in connection with the upcoming bye-elections scheduled for 2024.
The programme was graced by Mr Sunil Sharma, Chief Pay & Accounts Officer and Ms Deeki D Bhutia, District Information Officer and Member Secretary of MCMC.
During her address, Ms Deeki D Bhutia elaborated on the essential elements of the Model Code of Conduct (MCC) that is currently in force during this electoral period.
She provided an insightful overview of Section 127A of the Representation of the People Act, 1951, which stipulates mandatory compliance regarding the filing of Appendix A and B forms by publishers. These forms must be submitted to the District Election Officer cum District Magistrate within three days following any publication.
Moreover, she cautioned the attendees against the illegal publishing of any election-related content without proper authorisation, noting that such actions could lead to violations of the MCC.
In addition to these essential guidelines, Mr Sunil Sharma provided an in-depth elaboration on the financial aspects pertaining to election materials. He took the time to outline the various regulations governing electoral expenditures, ensuring that all attendees understood the limits placed on spending by candidates in the lead-up to the elections.
His presentation covered the particulars surrounding unauthorised expenses, stressing the importance of transparency and accountability in the contesting process. These regulations not only safeguard the fairness of the elections but also enhance the overall credibility of the electoral framework within which candidates operate.
The sensitisation programme ensured that all printing entities are well-informed and compliant with the electoral requirements. By providing informative sessions, the MCMC aims to create a knowledgeable and responsible media landscape where printing presses can operate within the legal frameworks set forth to protect the electoral system.
